Job Description

Summary

This job involves overseeing transportation and logistics operations at a Defense Logistics Agency distribution center, including managing freight movement, supervising staff, and coordinating with carriers and agencies to ensure efficient delivery of materials.

It's a deputy role to the main Traffic Manager, focusing on executing programs, resolving issues, and providing expert advice on traffic matters.

A good fit would be someone with hands-on experience in managing transport systems, strong leadership skills, and the ability to negotiate and analyze logistics in a government or military setting.

Key Requirements

  • One year of specialized experience at GS-09 level or equivalent in managing transportation or traffic programs, including operating systems for passengers or commodities with cost accountability
  • Experience procuring common carriers and transportation services for personnel, freight, or commodities
  • Conducting surveys and studies on traffic management functions, methods, procedures, and performance
  • Making presentations on traffic issues to regulatory bodies and negotiating with carriers on rates, charges, and services

  • Supervisory experience directing employees in freight consolidation, terminal operations, and material movement

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.

To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.

Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.

Making presentations on traffic matters before Federal, State, or local regulatory bodies.

Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.

Providing advisory service involving commodity analysis from the transportation standpoint.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Position serves as a full Deputy to the Distribution Center's (DC's) Traffic Manager; primarily involved in managing the transportation/traffic program at a DC within the DLA Distribution.
  • Assists in executing the traffic management program for the Distribution Center.
  • Supervises employees directly and indirectly through subordinate leaders and/or supervisors.
  • Directs employees in accomplishing responsibilities related to freight consolidation, freight terminal operations, freight transportation, and material movement activities.
  • Serve as a DC's technical authority on transportation operations and programs, interpreting higher level guidance and ensuring policies and procedures are appropriately executed by the subordinate staff.
  • Maintains liaison and participates with other DCs, foreign government representatives, other Services and agencies, as well as commercial freight forwarders to resolve problems related to the transportation of material.
