THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D1912P01 and is part of the FL USPFO, National Guard.
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only.
Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard.
First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, MAY be authorized.
Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

Military Grades: Officer/Warrant Officer/ Enlisted: E5 thru O3 SPECIALIZED EXPERIENCE: GS-09 Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs.
Experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs.
Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides.
Interpreting regulations/requirements and developing local policies to implement changes effectively.
Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures.
Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges.
Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing. Major Duties:
As a Traffic Management Specialist, GS-2130-09 you will serve as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment.
Analyzes and advises on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via all commercial transportation modes.
Assist in the development of, maintains, and exercises the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects.
Provides input to the Defense Movement Coordinator (DMC), as required, with the preparation of the commercial transportation portions of the Automated Unit Equipment List (AUEL).
Analyzes traffic data and characteristics to determine areas of potential improvement and makes recommends for changes to the Traffic Manager; identifies economic and efficient uses of transportation; and projects mission transportation requirements.
Obligates and executes funding for the commercial transportation mission.
