Full Job Description

There are two (2) positions located in the Patient Care Service (PCS) at VA Philadelphia Health Care System - Corporal Michael J. Crescenz VA Medical Center in Philadelphia, PA.

The Time and Leave Clerk is responsible for maintaining all the time and attendance tasks in support of the PCS staff.

Minimum Requirement: The following are minimum requirements for appointment as a Time and Leave Clerk in the Veterans Health Administration (VHA), which all applicants must met.

Specialized Experience (GS-05): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-04).

Qualifying examples of specialized experience would typically include but are not limited to: performing payroll or time and attendance support duties; applying rules governing pay, leave accrual and usage, and employee benefits for a variety of pay plans; processing and coding personnel and payroll actions; maintaining time and attendance records; preparing reports, resolving routine discrepancies; and using office automation tools such as word processing and data entry systems.

To qualify based on education for this grade level you must have four (4) years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable.

This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.

NOTE: One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school.

Major Duties:

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Maintaining official time and attendance records for Patient/Nursing Service personnel, ensuring accuracy and compliance with regulations Reviewing, verifying, and coding daily time and attendance data for multiple work schedules, including full-time, part-time, compressed, on-call, and standby tours Applying knowledge of Department of Medicine and Surgery and Civil Service regulations to ensure proper coding of hours worked, leave usage, and pay status Establishing and maintaining controls to monitor attendance, leave balances, and employee status, including extended leave Maintaining documentation and audit trails for time and attendance records, ensuring proper certification Preparing recurring and ad hoc reports on time, attendance, and leave usage for management Providing training and guidance to supervisors and staff on timekeeping procedures and requirements Maintaining leave tracking systems to prevent forfeiture and ensure accurate leave accountability Coordinating with supervisors to obtain certifications and resolve routine timekeeping discrepancies Processing and coding a range of pay and leave actions, including annual leave, sick leave, LWOP, AWOL, and military leave Computing and coding premium pay, including overtime, holiday pay, night differential, and weekend pay Reviewing and processing overtime and compensatory time requests for accuracy and authorization Researching and resolving timekeeping issues using applicable policies and guidance Providing advisory support to supervisors and employees on timekeeping regulations and procedures Preparing and submitting time and attendance corrections and adjustments Documenting irregular timekeeping situations to ensure proper justification Compiling reports on leave usage, overtime, and attendance trends Performing other related administrative duties as assigned Work Schedule: Monday to Friday; 08:00 a.m.
