Full Job Description

The incumbents function as the Time and Leave Clerk within the Health Administration Service (HAS) of the Orlando VA Medical Center (OVAMC).

The new Orlando VA Medical Center is located on a 65-acre campus in southeast Orange County.

The purpose of the work is to maintain and process payroll records for employees within the Health Administration Service.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/19/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-5 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: processing pay and leave actions by utilizing various automated pay systems; recording, reconciling, and balancing pay data by various; making retroactive adjustments and tracing errors which involve correction of pay and extensive research; applying knowledge of rules, regulations, and practices relating to civilian pay and time and leave; creating and maintaining reports related to employees' pay and leave.

OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have successfully completed 4 years above high school (transcripts required).

OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an combination of specialized experience and education beyond 2 years above high school (transcripts required). AND Typing requirement, be able to type 40 words per minute typing speed.

You will be rated on the following Competencies for this position: Audit Reporting Compensation Computer Skills Customer Service (Clerical/Technical) Manages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is normally performed while sitting.

There are requirements for occasional periods of walking, standing, bending or carrying light objects such as computer reports in the performance of daily duties.

Major Duties:

Duties may include, but are not limited to, the following: Maintains and applies current regulations according to VA and Orlando VA Medical Center (OVAMC) policies, including staffing and scheduling policies related to time and leave.

Maintains computerized Time and Leave (T&L) for approximately 550 employees.

Utilizes applicable directives, regulations, policies, standard operating procedures, and OVAMC memoranda to ensure proper timekeeping techniques.

Posts daily time worked; annual (AL) and sick (SL) leave; military leave (ML); authorized absences (AA); leave without pay (LWOP); absences without leave (AWOL); overtime (OT) and compensatory time (CT) requests; on-the-job injury-worker's compensation (COP); non-pay (NP); holiday pay (HW) and excused holiday time (HX); unscheduled work hours for part-time employees (RG); and corrections, when necessary.

Provides explanations of occurrences for authorized absence-travel status, traumatic injury, military leave, jury duty, unscheduled duty hours and advanced sick or annual leave.

Informs supervisors and employees, on a bi-weekly basis, of compensatory balances to avoid forfeiture or conversion to pay status.

Acts as a reference source to answer employee questions regarding leave and earning statements and requirements for applying for special leave programs, i.e., Donated Leave and Family Medical Leave Act.

Acts as a liaison between Medical Center personnel and Fiscal/Payroll Service to research and solve problems. Reviews time and attendance reports for a diversified assigned time and leave units.

Covers a wide variety of different types of appointments and employment situations under various pay systems (Title 5, Title 38, VCS, Fee Basis, part-time, full-time, Intermittent); with different entitlements to pay, leave, deductions, and benefits based on these pay systems.

Each system has varied tours of duty (24-hour operations, irregular tours, etc) and is covered under different pay entitlements that may vary greatly in premium pay and/or benefits.

Determines proper application of these guidelines to each pay plan involved as well as for two separate retirement systems.

Audits their timekeepers within their time and leave units on a semi-annual basis as mandated.

Researches and coordinates with Data Processing Center (Austin, TX), HR personnel, or other sources to solve complex problems and provide information.

Provides instructions to resource advisors with payroll problems/issues. Assists customers in a professional, courteous manner. Work Schedule: Monday-Friday, 7:00am-3:30pm Telework: Ad-hoc.
