This job involves handling payroll and leave records for nursing staff at a veterans' hospital, including tracking time, preparing reports, and helping employees and supervisors with pay questions.
It's a good fit for someone detail-oriented with experience in office administration or basic accounting who enjoys organizing records and supporting a team.
No advanced degrees are needed, but familiarity with federal work rules is a plus.
The incumbent will serve substantial responsibilities relating to payroll and leave functions for Nursing Service employees and will be accountable for maintaining accurate and complete records, preparation of overtime and leave exception reports, training of employees/supervisors on payroll processes, and coordination with Human Resources Department and Fiscal Service to assure integrity of reporting processes.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Time and Leave Clerk, GS-05 position, and that is typically in or related to the work of the position to be filled.
To be creditable, this specialized experience must have been equivalent to the grade GS-4 level in Federal service to qualify at the grade GS-05.
Examples of specialized experience include: Verify & electronically post time and attendance records.
Maintaining/editing the tour of duty lists; Checking leave balances of employees to ensure accuracy; Entering Electronic requests for overtime, compensatory time; Responsible for advising appropriate supervisors on a variety of items pertaining to pay plans, tours of duty, timekeeping coding, premium pay, compensatory time, etc.; Responsible for analyzing time and leave coding errors and processing required corrections in the time and attendance records and obtaining the higher-level supervisory approvals.; Answers all telephone, email and personal inquiries on time and leave coding and records for assigned employees.

You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite.
This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.
One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond the second year can be used in combination with specialized experience to qualify for this grade.
Typing Requirement for Office Automation Clerk Position - 40 words per minute typing speed on a 5 minute sample with three or fewer errors.

Major Duties:
Major duties include but not limited to: Enter schedules, daily time posting, entering overtime, compensatory time requests, and associated leave.
Reviews certified time sheets (via VATAS) and all other related documents as required in an accurate, complete and timely manner Assists in training employees and supervisors on payroll processes and regulations.
Maintains contact with patients, staff, and other individuals within and outside the medical center in a concerned, compassionate, respectful and helpful manner.
Ability to exhibit initiative by managing time and workload in an organized and efficient manner to meet specific deadlines and change priorities.
Prepares Delegation of Authority (DOA) memos for T &L access for personnel and various memos as it relates to Timekeeping.
Prepares, executes, and/or tracks program specific information, such as attendance and leave records, workman's compensation documents, military orders, authorized absence requests, FMLA documents, and other resource utilization documents.
Identifies and ensures employees are assigned to correct Time and Leave groups in collaboration with Human Resources, Education, and Fiscal Services.
Demonstrates regard for privacy and confidentiality in all matters in accordance with applicable policies and regulations.
Performs work involving collection, compilation, and/or tracking of data and statistical information to support Nursing Service processes Research various publications and/or databases to extract, summarize, and compile information required for the activities of the service.
Compiles information and reports in written format and graphically used varied programs such as Excel, Word, and PowerPoint. Work Schedule: Monday - Friday 7:30 a.m. - 4:00 p.m.
