The Primary Purpose of the Position is to serve as Nursing Service program support in the execution of administrative and clerical responsibilities for assigned Nurse Managers in a prompt and expeditious manner.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/10/2026.You may qualify based on your experience and/or education as described below: Specialized Experience: I possess at least (1) one full year of specialized experience equivalent to at least the next lower grade in federal service (GS-4).
Specialized experience demonstrates that the applicant possesses the knowledge, skills and abilities needed to perform the duties as a Time and Leave Clerk (OA).
Examples of specialized experience would typically include, but not limited to: Understanding of standardized rules and regulations relating to entitlement and use of various categories of time and leave; experience in managing a customer service area, independently performing administrative, technical, clerical, and research duties; screens incoming phone calls and messages, and uses computer software, scanners, fax machines, photocopy machines, and electronic typewriters to create and edit documents; reproducing and distributing materials, and maintaining files.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have four (4) years of education above high school (TRANSCRIPT REQUIRED).
OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond four (4) years of high school. (TRANSCRIPT REQUIRED).
Applicants for this position must possess a typing speed of 40 words per minute.

CTVHCS is in the process of making a cultural change, shifting from a disease-focused approach to a health and wellbeing approach, in order to implement the Whole Health System of Care.
This is a VA-wide initiative to provide a comprehensive and systematic approach to improve healthcare delivery at all stages of Veteran care.
This entails moving from an episodic, "siloed" approach to an interdisciplinary, holistic approach, emphasizing self-care in the larger context of well-being.
All staff in this facility will be part of this process, shifting the focus from the question, "What's the matter with you?" to the question, "What matters to you, and how can we help you live your best life?" This strategy also involves integrating a full range of conventional approaches with Complementary and Integrative Health (CIH) approaches in order to optimize lifelong health and well-being, as defined by the Veteran, rather than narrowly focusing on disease management.
Duties include but not limited to: Post hours worked, leave taken, overtime/compensatory time worked and tour changes and determining the entitlement of employees based on when the hours of work are performed for holiday, premium, and weekend and off tour differentials.
Obtains additional information, or clarification of scheduling of time and leave, and overtime errors for correction. Enters time approved by Nursing Manager into the electronic timekeeping system.
Explains rules and regulations used to reach conclusions.
Provides explanations to different levels of staff on rules and regulations pertaining to differential, holiday pay/holiday excused, part-time hours, unscheduled hours, and the difference between Title 38 and Title 5, and the Family Friendly Leave Act, Advance Sick Leave, and Advance Annual Leave.
Ensures automated records are accurate and accepted by the electronic timekeeping system and transmitted to the payroll processing center.
Provides information regarding request for leave without pay, continuation of pay (COP), and other associated on-the-job injuries and time and leave questions.
Informs back-up timekeeper of new or changed procedures and other time and attendance issues such as leave requests, materials/documents for military leave, extended leave, jury duty, documentation for part-time physicians.Is proficient in Microsoft Office and uses word processing software to create, copy, edit, store, retrieve, and print forms, memos, letters, and lengthy reports to support assigned Nurse Managers.
Establishes files, maintains, purges, and disposes of office records/files in accordance with regulation and procedures.
