Job Description

Summary

This job involves leading a team that handles desk audits and reviews of taxpayer accounts to ensure compliance with state tax laws, while also managing procedures, employee performance, and communications with taxpayers.

A good fit would be someone with strong experience in tax auditing or accounting who enjoys supervising others and solving compliance issues in a government setting.

It requires a mix of technical knowledge and leadership skills to keep operations running smoothly.

Key Requirements

  • Bachelor's degree from a regionally accredited college or university, or equivalent experience substitution on a year-for-year basis
  • Five years of full-time paid experience in tax-related auditing or accounting work
  • Master's degree in accounting, auditing, business administration, economics, finance, financial management, or related field may substitute for up to two years of experience
  • Knowledge of various state tax laws and regulations
  • Six semester hours of accounting coursework, to be completed within one year of appointment
  • Ability to supervise, evaluate, and train employees, including recommendations for hiring and disciplinary actions
  • Fingerprint-based criminal background check and tax compliance check required

************ POSITION IS EXEMPT FROM THE CLASSIFIED SERVICE ******************

Under limited supervision, at the full-performance level, plan, assign, supervise, and review the work of permanent employees administering tax laws relating to desk audits of taxpayer accounts.

Responsible for the review of work items associated with returns and payments. Must have knowledge of various state tax laws.

Develop and modify procedures; exercise independent judgment in recommending and initiating actions necessary to carry out responsibilities delegated by the Assistant Director of the Tax Account Administration Division.

Write letters and memoranda regarding issues and procedures pertinent to the operation of the unit.

Evaluate employees, including recommendations for hiring, disciplinary action, certification, and pay increases.

Meet with administrators and other unit managers to coordinate new or revised procedures and tax forms.

Contact taxpayers and their representatives by phone regarding the accounts processed by the unit. Must evaluate and review employees’ work for accuracy and compliance with tax laws and regulations.

Performs related duties as required.

Employment requires a fingerprint-based criminal-background check to be provided at the West Virginia Tax Division’s expense.

Failing to initiate the process or cooperate with this process, providing false or incomplete information, or discovery of disqualifying information will result in denial of, or dismissal from, employment or denial of transfer irrespective of when discovered.

The chosen applicant will also be subject to a tax compliance check.

Qualifications

Training: Bachelor's degree from a regionally accredited college or university. Special requirements as described below may apply.
Substitution: Experience as described below may substitute for the required training on a year-for-year basis.

Experience: Five (5) years of full-time or equivalent part-time paid experience in tax related auditing or accounting work.
Substitution: Master's degree in accounting, auditing, business administration, economics, finance, financial management, or a closely related field may substitute for up to two (2) years of experience.

Special Requirement: Six (6) semester hours of accounting is required for the supervision of taxpayer service representatives, tax audit clerks (trainees, clerks or seniors) and revenue agents and must be completed within one (1) year of appointment or promotion.
