Summary

This job is about helping a state government office hire the right people by managing the entire recruitment process, from creating job postings to interviewing candidates and ensuring everything is fair and legal.

Key Requirements

  • Demonstrated experience in developing and implementing recruitment strategies for vacancies and hard-to-fill technical positions

Hybrid: Our physical office is in Olympia, WA. We offer flexible work schedules and locations. This is a hybrid position where most of the work allows teleworking. However, you must reside in the state of Washington and travel to in-person activities, meetings, and events as needed for business purposes.

The starting salary offer will be determined based on the successful candidates’ qualifications, within the $75,000-$90,000 annual range. There is career salary growth beyond this starting range for the successful candidate.

The job opportunity

In this position, you will lead full-cycle recruitment efforts that help our agency find and hire strong, qualified candidates. You’ll work closely with hiring managers and leadership to understand their needs, build thoughtful recruitment strategies, and create clear, engaging job announcements that reflect each role. You’ll also serve as a key point of contact for applicants, making sure they feel informed, respected, and supported throughout the process.

This role is both strategic and hands-on. You’ll use your knowledge of recruitment practices, employment laws, and state systems like NEOGOV to guide decisions, review applications, and support fair and consistent hiring outcomes. You’ll advise on interview approaches, help design equitable selection processes, and partner with teams to ensure compliance with policy and best practices.

You’ll also have opportunities to educate and share your expertise, whether that’s helping hiring managers improve their interview skills, supporting outreach efforts, or promoting inclusive hiring practices. Building strong relationships across teams is essential, as is your ability to communicate clearly, stay organized, and adapt to changing priorities.

What we need you to bring
Required Qualifications:
  • Demonstrated experience in developing and implementing recruitment strategies for vacancies and hard-to-fill (technical) positions.
  • Proficient in managing full-cycle recruitments (posting, screening, and referring) using an Applicant Tracking System (ATS).
  • Experience reviewing applications and effectively assessing candidates’ competencies, knowledge, skills, and abilities (KSAs) against job requirements.
  • Experience conducting targeted outreach and strategic sourcing activities to build diverse, high-quality candidate pipelines, with a focus on engaging underrepresented talent and filling hard-to-recruit, specialized, and unique roles.
  • Experience applying fair hiring practices and educating others on reducing bias in decision-making.
  • Knowledgeable in Equal Employment Opportunity (EEO) regulations and employment laws/policies.
  • Experience providing consultation and advising hiring supervisors on related policies, rules, and legal compliance for the various phases of the hiring process.
  • The ability to learn and grow.
  • The ability to meet the needs of others.
Desired Qualifications:
  • Strong experience with NEOGOV (WA State government Applicant Tracking System).
  • Professional experience using various forms of digital marketing and outreach platforms, including social media/networking outlets.
