Summary

These two roles in Hennepin County's Human Resources team focus on finding and hiring talented people to fill important jobs, with the Supervisor leading a team to handle recruitment for specific departments and improve hiring fairness, while the Partner works directly on tough-to-fill positions and promotes the county to attract diverse candidates.

A good fit would be someone with experience in recruiting, a passion for building inclusive teams, and strong skills in managing people or projects in a public service setting.

Both positions offer flexible hybrid work but require occasional evenings and weekends for events, and they're only open to current HR staff in the county.

Key Requirements

Full Job Description

The Talent Acquisition (TA) division of Human Resources (HR) is seeking to hire for two positions, a TA Supervisor and a TA Partner. The TA Supervisor will lead a team of talent acquisition professionals in recruitment, manage executive-level hiring processes, and lead committees and projects that support innovative and effective hiring practices to champion the county’s goal of disparities elimination in employment. This position will supervise a team of talent acquisition partners, specialists and assistants for the Law, Safety and Justice and Public Works lines of business. This position will also oversee data collection, metrics, measures, and reports related to attraction and hiring.

The TA Partner will be responsible for recruiting and managing the hiring process for key leadership, hard-to-fill, and other positions to ensure vacancies and future workforce needs have highly skilled applicants. The team of TA Partners also lead talent branding efforts to ensure Hennepin County has a broad reach in the talent marketplace and is proactive in recruitment marketing and branding. They are the stewards of long-term pipeline strategies to attract and retain talent that reflects the community we serve. The TA Partner position requires a proactive approach and commitment to diversity, equity, and inclusion to support the county's attraction and retention strategies.

Salary based upon qualifications:
TA Supervisor/Human Resources Representative, Senior: $78,987.14 - $118,480.71 Annually
TA Partner/Human Resources Representative, Intermediate: $68,232.06 - $102,348.09 Annually

Location and hours:
These positions are hybrid and will be performed on-site at 625 4th Avenue South, Minneapolis, MN 55415, at offsite recruitment/meeting locations, various Hennepin County building locations, and remote as job duties require. Hours will be flexible, during core business hours, Monday - Friday 7 a.m. - 5 p.m. These positions also require the ability to work some evenings and weekends, occasionally on short notice, in order to attend recruiting events and meetings of community and professional organizations.

While these positions are designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, as a TA Supervisor you will:
  • People Management
    • Supervise a team of Talent Acquisition representatives; hire, and onboard new staff; actively engage in individual and team development and evaluate staff performance; assign and direct work.
    • Manage all aspects of hiring in partnership with other Talent Acquisition Supervisors; provide subject matter expertise in posting, recruitment and hiring processes; partner with other Talent Acquisition Supervisors to provide ongoing training using industry best practices and continuous improvement to meet the county’s changing needs.
  • Project and Program Management
    • Develop project plans, timelines, communications, measures and evaluation.
    • Lead and/or participate on committees; assign staff to projects and committees.
    • Oversee data collection, metrics, measures and reports related to attraction and hiring.
  • Operations Management
    • Assist in the development and execution of the HR Strategic Plan and division workplan action items.
    • Respond to requests from the Talent Acquisition Manager and HR leadership.
    • Identify and provide solutions to hiring barriers and technology needs in policies, procedures and processes.
    • Prepare and present proposals and outcomes to management.
  • Data and Reporting Management
    • Manage all data collection, analysis and reporting for Talent Acquisition; provide ongoing metrics related to attraction and hiring and respond to requests for specialized reports.
    • Lead the team to use data and identify trends, opportunities for efficiencies and maximizing customer service.
    • Prepare Talent Acquisition data for presentation to HR leadership, division partners, county leadership and the public.
  • Serve as recruitment lead within assigned business area
    • Manage hiring processes for executive leadership positions in partnership with HR leadership, Talent Acquisition Manager, TA and Business Partner(s).
    • Maintain relationships with professional, diverse and community organizations and individual executive candidates.
  • Participate in HR Leadership Team, Talent Acquisition Leadership Team, department and countywide committees, external committees representing the county; partner with other HR/LR leaders and staff and seek opportunities for collaboration.

In this position, as a TA Partner you will:
  • Be responsible for recruitment for key leadership, highly specialized positions, and other key positions.
    • Manage the posting process for mid-high level and specialized positions.
    • Develop extensive recruitment plans, implement complex recruitment including sourcing for passive talent on a variety of platforms, document and evaluate effectiveness.
    • Screen and coordinate interviews for candidates, ensure candidate pool reflects the position needs and county goals.
    • Function as an intermediary between leadership and candidates; ensure compliance with all applicable laws, policies, and procedures; recommend final candidates.
    • Collaborate with hiring authorities to create job offers and coordinate post-hire process evaluations, as needed.
  • Serve as a lead for strategic/work plan items and projects within the division; create and present information in a variety of formats.
  • Serve as a team subject matter expert (SME) for recruitment and drive talent pipelines.
  • Leverage new and emerging recruitment technology.
  • Co-lead county talent branding efforts for candidate and community outreach; oversee HR social media presence and manage online strategy; develop and implement comprehensive marketing and outreach methods, including population and place-based strategies use social media and other tactics as a sourcing tool for passive talent.
  • Use HR-managed media for paid advertising; manage agreements and budget.
  • Represent the county at professional and community events; serve on panels and participate in meetings on behalf of Hennepin County as an employer; create promotional materials; partner efforts with departments and internal HR staff to maximize visibility and effectiveness.
  • Partner with HR and department leaders on workforce strategies for assigned departments, including data analysis, succession planning and talent review.


Need to have:
  • For hire as a Senior Human Resources Representative, one of the following:
    • Seven years or more of professional human resources or related experience.
    • Certificate in human resources from an approved college or university and five years or more of professional human resources or related experience.
    • Two years of college including 12 semester credits in the below fields and five years or more of professional human resources or related experience.
    • Bachelor's degree or higher in business administration, industrial relations, human resources administration, public administration, psychology or a field closely related to the position and three years or more of professional human resources or related experience.
  • For hire as an Intermediate Human Resources Representative, one of the following:
    • Six or more years of professional human resources or related experience.
    • Certificate in human resources from an approved college or university and four or more years of professional human resources or related experience.
    • Two years of college including 12 semester credits in the below fields and four or more years of professional human resources or related experience.
    • Bachelor's degree or higher in business administration, industrial relations, human resources administration, organization development, public administration, psychology or a field closely related to the position and two or more years of professional human resources or related experience.
