This recruitment will establish an employment list to fill current and any future vacancies for those County departments that have this position, which are the District Attorney, Assessor, Probation, and Resource Management Agency.
The anticipated life of the employment list is six months.

Requirements
- Consult with departmental personnel while conducting studies on the feasibility of converting recordkeeping systems to automated processing methods.
- Analyze existing departmental operations in the development of new systems and procedures.
- Recommend improvements in operations and administration.
- Design flow charts and diagrams to indicate essential operations to be performed from the initial stages to completion of manual or automated jobs.
- Study current procedures to determine if combinations of processes or additional instructions would achieve greater flexibility, better utilization or more effective results.

Qualifications
MINIMUM QUALIFICATIONS
Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education:
Level I:
- Equivalent to a bachelor’s degree from an accredited college or university with a major in public or business administration with coursework in computer science and computer related system analysis.
- Job-related experience may substitute for the required education on a year-for-year basis up to a maximum of two (2) years.
Level II:
- Graduation from an accredited four (4) year college or university with a bachelor's degree in computer science, business administration, public administration, or closely related field.
- Job-related experience may substitute for the required education on a year-for-year basis up to a maximum of two (2) years.
Experience:
Level I:
- One (1) year of responsible experience in systems analysis or data processing, at an administrative support level.
Level II:
- Two (2) years of responsible experience in system/data analysis or data processing, at an administrative support level.
Knowledge of:
- Principles and practices in administration including systems analysis, organization, statistical and planning analysis.
- Organizational and management analysis methods.
- Computer systems and their capabilities.
- Use of personal computers and peripheral equipment.
- Principles, capabilities, and limitations of electronic data processing systems.
- Various types of software programs such as word processing, spreadsheet and data base programs.
- Modern office methods, forms and equipment.
- Management information systems terminology.
- Methods used in flow charting and diagramming system studies.
- Math sufficient to perform statistical analysis of data gathered.
- Research and report writing methods.
Level II:
- System design, modification, and documentation techniques.
- Organizational and management analysis methods.
- Database structure and relationships and understanding of schema and database dictionaries.
Skill/Ability to:

- Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
- Develop systems and procedures, such as computer equipment applications, to ensure an efficient and effective flow of departmental information and records.
- Apply the principles and techniques of systems analysis, administration and management analysis to the gathering, organizing and interpretation of data.
- Develop recommendations and assist in implementing solutions to problems.
- Prepare clear, concise reports, instructions and procedures using correct grammar, punctuation and spelling.
- Verbally present complex instructions and procedures to employees.
- Read and understand technical material such as computer manuals.
- Convey instructions and procedures and train staff in computer systems usage.
- Maintain effective working relationships with co-workers, other departments, state agencies, and outside organizations.
- Adjust to changes in work assignments.
- Retain and recall factual information.
- Follow verbal and written instructions and coordinate work with others.
Level II:
- Design reports using various report writing software packages.
DESIRABLE EMPLOYMENT STANDARDS

- Certified Business Intelligence Professional (CBIP)
- SAP Enterprise Suite including Chrystal Reports, Business Objects, etc.
Skill/Ability to:
Level II:
- Write SQL queries using TOAD or PLSQL

Conditions of Employment:
Candidates selected will be required to pass a pre-employment drug and alcohol screening.
Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
