The incumbent serves as a Systems and Procedures Analyst in the Payroll HR System Division (PHRSD), at the Financial Services Center (FSC) in Austin, Texas.
The incumbent analyzes payroll, time and attendance, and HR systems; evaluates the impact of system changes; identifies trends or issues affecting payroll operations; and advises management and field stations by providing recommendations to support accurate and efficient payroll processing.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/03/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position, you must have served 52 weeks at the GS-7. For a GS-11 position, you must have served 52 weeks at the GS-9.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized experience is defined as experience reviewing and analyzing payroll, time and attendance, or HR systems; responding to routine pay, leave, or system-related inquiries; identifying discrepancies or issues using payroll or timekeeping systems; and compiling information into various routine reports; OR Education for GS-9: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.
or J.D., if related; OR Combination of Experience and Education for GS-9: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond 1 full year of graduate level education.
Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Specialized experience is defined as experience independently analyzing payroll, time and attendance, or HR systems; assessing the impact of system changes or issues on payroll or timekeeping processes; identifying trends or problem areas; and providing recommendations to management; OR Education for GS-11: Applicants may substitute education for the required experience.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR Combination of Experience and Education for GS-11: Applicants may also combine education and experience to qualify at this level.

Experience compiling, analyzing, and synthesizing information from payroll or timekeeping systems to support management decisions, identify risk areas, or recommend corrective actions or process improvements.
Experience providing informed recommendations to management regarding system issues, trends, or process changes to support accurate, timely, and compliant payroll operations.
Experience coordinating with stakeholders or system users to clarify issues, validate impacts, or support implementation of recommended solutions.

Major Duties: Advises FSC Leadership and field station personnel in the application of complex transactions, as well as answer inquiries Submits portal tickets for VATAS system issues Serves as monitor of system processing by acting as liaison between field stations and systems used for VA Time & Attendance, HR and pay processing Conducts User Acceptance Testing (UAT) for program changes, writes and/or reviews Business Requirement Documents to support enhancements and/or defects within both VATAS and HR software Reports problems from stations to supervisor for analysis to determine whether it is a local problem unique to that situation or is a system problem that will impact the entire VA Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
