The City of Eugene is seeking a strategic and experienced Systems Architect to lead the design and integration of enterprise-level IT systems that support municipal operations and public services.
This role is critical in ensuring that the City’s technology infrastructure is secure, scalable, interoperable, and aligned with both current and future needs of residents, departments, and regulatory bodies.

The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

Hybrid must reside in the State of Oregon and be able to report onsite work as needed.
Schedule: Monday - Friday, 8:00 AM - 5:00 PM with flexibility per business need.

Requirements
- Plan, design, and maintain the City’s enterprise architecture, ensuring alignment with strategic goals, fiscal responsibility, capacity planning, security and supportability, and compliance with regulations.
- Develop and document system architecture standards, policies, procedures, roadmaps, and integration strategies to cover the breadth of City department requirements.
- Develop and deploy methodologies for testing systems performance and providing systems performance statistics (including KPIs) and reports.
- Develop and implement monitoring and workflows for actionable items from monitoring tools.
- Lead modernization efforts including cloud consolidation and migration, legacy system transformation, and digital service delivery to citizens.
- Design for a future-ready state including AI and other emerging technologies.
- Conduct research and make recommendations on products, services, protocols, and emerging technologies in support of system development efforts, and recommend technologies that will increase cost effectiveness, resilience, performance, and system flexibility and availability.
- Collaborate with DevOps teams to ensure system performance, security, and scalability objectives are met and CI/CD pipelines are optimized.
- Provide technical leadership and take an advisory role with regards to the City’s systems and interconnectivity.
- Collaborate with cybersecurity team to establish security principles and ensure systems meet cybersecurity, data privacy, accessibility, and compliance standards (CJIS, HIPAA, PCI, ADA, NIST).
- Lead root cause analysis in system design for major incidents.
- Perform other duties, as required.
An ideal candidate for the systems architect role:
- Extensive experience with Microsoft’s portfolio of on premise and cloud applications, services, and infrastructure.
- Excellent communication and planning skills to work inter-departmentally and address stakeholder needs and concerns.
- Strategic vision to align solutions with the City’s technology, service, and budget requirements.

Minimum Qualifications
Experience
Six years professional-level experience in a secure network environment, including project management, analysis, procurement, installation and maintenance of systems and server architecture.
Preferred Experience:
- Experience working in or with public sector organizations, preferably municipal or state government.
- Knowledge of ITIL practices and enterprise architecture planning/design tools
Education
Bachelor's degree from an accredited college or university with major course work in Computer Science, computer systems engineering, information technology, or a closely related field.
Background
Must pass a criminal background check.
License
Valid Oregon driver’s license (or, the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

The ideal candidate will have the following knowledge, skills, and abilities
Knowledge of:- Principles of network, system and service design, and capacity planning.
- Cloud platforms (especially Microsoft Azure Gov) and related services.
- Systems integration and interoperability.
- Principles of project management in a highly complex IT environment.
- Local and wide-area networking.
- Disaster recovery principles and best practices.
- Cybersecurity and segmentation principles and best practices
- Microsoft Active Directory, Windows Server administration, VMware/ Hyper-V hypervisor administration, storage, Azure Cloud technologies, certificate authority and backups.
- Best practices of system, network and data center security solutions, including firewall, anti-virus, and intrusion detection systems.
- System asset planning and management.
- Systems performance monitoring and optimization.
- Vendor management and relationship-building practices.
- IT frameworks and government standards (ITIL, NIST, FedRAMP, CJIS)
Skills and Abilities:- Strong strategic planning skills to design and implement short- and long-term plans for systems capacity to meet existing and future requirements.
- Excellent communications, documentation, and stakeholder engagement skills
- Research skills to stay updated on products, services, protocols, and emerging technologies relevant to systems development, and the ability to recommend cost-effective, resilient, and high-performance solutions.
- Proficiency in planning, designing, and configuring new systems deployments, including hardware/software refresh scenarios and new data center setups.
- Ability to develop, implement, and maintain policies, procedures, and documentation for systems administration and appropriate usage.
- Knowledge of methodologies for testing systems performance, collecting systems performance statistics, and generating reports.
- Ability to ensure services have sufficient capacity, stability, and agility to meet the performance needs of different business units.
- Strong documentation skills to create and maintain records related to network configuration, mapping, processes, standards, and service.
- Proficiency in configuring and installing various IT infrastructure devices and services.
- Troubleshooting skills to monitor systems performance, resolve connectivity issues, and ensure system availability and reliability across multiple physical locations.
Additional Information
Working Conditions
Work in this classification is generally performed in an office environment. Required to sit, keyboard, listen or speak for extended periods.
May be required to work outdoors and around telecommunications vaults. Work includes operating a variety of office and telecommunications equipment.
Work activities include bending, stooping, and kneeling.
Non-Represented Retirement Program
Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS).
In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.
From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296.
