THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: United Stated Property & Fiscal Office (USPFO), Hartford, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel, assigned to the USPFO of the Connecticut Army National Guard.
GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field.
Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following: Experience, education, or training supervising and/or managing supply personnel and a variety of supply functions.
Experience demonstrating knowledge on the entire inventory management supply system. Experience coordinating with other organizations on complex and controversial supply issues.
Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. Experience in managing the function of the work to be performed.
Experience which includes leading, directing and assigning work of personnel.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of a broad range of supply program relationships to analyze procedures, services, directives, and management of the Division for resolving major problems, establishing, or revising local policy, and coordinating the work of the Division with other organizations.
Ability to communicate succinctly orally and in writing. Knowledge of the current supply management system to ensure that the system adequately supports logistical functional requirements.
Knowledge of budget and financial management programs to evaluate the effect of new programs on funding requirements and direct the formulation of justification for budget revision.
COMPATIBLE MILITARY ASSIGNMENT: For temporary promotions, the MOS and unit remains with the permanent position from which temporarily promoted.
However, rank requirement must be met to avoid grade inversion. ???????
MILITARY GRADE (Prior to Application): Officer: O1 through O4; Warrant: WO1 through CW4 UNIT OF ASSIGNMENT: Any unit within the state SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment.
CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources.
NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position.
Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. Major Duties:
Temporary promotion not to exceed two
years. The purpose of the temporary promotion is to backfill a deployed Soldier. The temporary promotion will be terminated within 30 days of return of the incumbent to the position.
Position to be filled upon the vacancy of the incumbent. This is an temporary promotion opportunity that may convert to permanent without further competition.
JOB SUMMARY: The purpose of this position is to perform comprehensive analysis of logistical procedures, services, directives, and the operation of the division.
The incumbent compiles, correlates, and submits various reports on logistical functions and provides technical guidance and policy direction for the division.
Acts in behalf of the Supply Management Officer when required. NATIONAL GUARD MEMBERSHIP IS REQUIRED.
This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.
The major duties include, but are not limited to: Reviews, analyzes, and interprets logistical directives and procedural instructions, to include internal controls from higher authority, and recommends local policy and procedures for the Division.
Reviews results of property book validations, and external evaluations to determine systemic problems. Provides functional analysis of automated support requirements.
Incumbent is responsible for coordination, implementation, and evaluation of the Division's responsibilities in the Army's Management Control Program, to include internally supplemented controls.
Assists subordinate branches within the Division in establishing local procedures.
