The primary purpose of this position is to provide supervisory leadership and instructional oversight for a team of advanced SERE instructors, ensuring high-quality training delivery, cadre development, and course refinement in support of PRA mission objectives.
See "Additional Information" This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS).
The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level.
The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
or Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction.
Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.
Examples of creditable experience include: knowledge of a wide range of concepts, principles and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience in applying the knowledge to difficult of complex work assignment.
The work requires a in-depth knowledge of the DoD personnel recovery (PR) system, including the five PR execution tasks and SERE TTP, to execute training aligned with higher-level DoD policies and guidance.
Expert knowledge of customer unit capabilities, personnel profiles, and TTPs to tailor instruction and presentation methodology to operational needs.
Knowledge of civilian personnel management principles, supervisory practices, and personnel policies. Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing, across organizational levels and represent the program in joint, interagency, or Partner Nation settings.
Ability to develop, coach, and mentor instructional staff across varying levels of proficiency; specifically evaluating individual and team performance to guide development and ensure instructional readiness.
Ability to analyze and synthesize complex Code of Conduct-related research, training outcomes, and operational data into actionable curriculum or capability recommendations.
The supervisor works in adherence to guidelines but may use some independent discretion in locating and selecting the most appropriate guidelines or references.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
Employees must pass initial and periodic short notice drug testing.
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
All candidates must pass a psychological evaluation conducted by a certified SERE psychologist prior to formal job offer.
Documentation validating a previous evaluation within one year of date of hire will be accepted.
Requirements may be waived if the applicant is an active Code of Conduct Instructor at a DoD certified school.
All candidates will be subject to a physical to determine they meet the physical requirements for the position.
Position requires lifting up to 70 pounds, extended standing on hard surfaces, tolerance of heat and cold temperature and uneven walking surfaces during training activities.
Vision and hearing correctable to normal range is acceptable. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Plans, organizes, and directs the activities of the Personnel Recovery Academy, ensuring that the Training Operations Branch complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents the Personnel Recovery Academy with a variety of installation and functional area organizations. Leads instructional delivery and course refinement.
Leads research, analysis, and content evolution. Develops and prepares instructional staff.
Leads the development and advancement of instructional staff to ensure technical proficiency, instructional excellence, and long-term program continuity in support of PRA leadership objectives and mission goals.
