This vacancy is for a Supervisory Security Specialist in the Office of the Secretary within the Department of Commerce. Qualification requirements in the vacancy announcements are based on the U.S.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social).

Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. This position is being filled under the Department Of Commerce Alternative Personnel System (CAPS).

Under CAPS, positions are classified by career path and pay band. The ZA-05 is equivalent to the GS-15 grade level.

Under CAPS, supervisors may be eligible for supervisory performance pay allowing for salaries up to six percent higher than the maximum rate of their pay band, dependent upon performance rating and geographic location.

To qualify at the ZA-05 or GS-15 level: SPECIALIZED EXPERIENCE: To qualify at the ZA-05, you must possess one full year (52 weeks) of specialized experience equivalent to the next lower pay band ZA-04 or GS-14 in the Federal service or its non-federal equivalency.

Specialized experience for this position includes: 1) Serving as a principal advisor on a wide range of policy and operational issues associated with personnel, information, physical security programs, or emergency management/continuity of operations.

2) Guiding programmatic efforts at a bureau-wide level. 3) Evaluating and recommending measures designed to safeguard personnel or assets.

4) Developing, revising, and implementing security guidance, procedures, standards, or regulations. Major Duties:

As a Supervisory Security Specialist, you will perform the following duties: Develop, coordinate, and facilitate security services and support as it pertains to all aspects of a Security Program.

Develop, implement, and evaluate organizational and security guidance, procedures, standards, or regulations for nationwide security programs.

Manage or directly support various security functions, including personnel, physical, information, communications, contract guard, emergency management or continuity of operations.

Confer with, assist, and advise bureau management and other senior Departmental staff members on security precedents, planning and development; and establish and foster open and collaborative communication with all internal and external stakeholders.

Direct the work of subordinate staff and perform supervisory responsibilities that include assigning work, establishing performance criteria and standards, evaluating performance, providing technical and administrative advice and assistance as needed, resolving complaints and grievances, providing staff development plans, and taking disciplinary actions.
