Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.

Specialized Experience for this position includes: - Conducting analysis of Federal or State regulations, policies, or public guidance to determine changes required to implement applicable laws impacting regulated businesses or industry members; AND - Drafting or substantively reviewing and editing, prior to publication, Federal regulatory documents that are published in the Federal Register, or the State equivalent; AND - Supervising or overseeing the work of others, including review of their work products.

In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Major Duties:

This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB), Headquarters Operations - Regulations and Rulings Division.

As a Supervisory Regulations Specialist (Director, Regulations and Rulings Division), you will: Serve as the Director of the Regulations and Rulings Division (RRD) and as a key advisor to the Assistant Administrator (Headquarters Operations) on issues and matters concerning the Bureau's regulatory initiative programs and rulemaking projects.

Initiate and oversee the preparation and issuance of procedures, instructions and other media for guidance, relating to distilled spirits, wine, malt beverage, firearms and ammunition excise tax, and tobacco industries, in the form of regulations, rulings, circulars, and advisory letters.

Represent the Bureau on intra-agency and inter-agency task forces and special projects relating to RRD responsibilities.
