Full Job Description

This position is located in the Office of Media Relations (OMR), Federal Communications Commission (FCC) located in Washington, DC. Relocation expenses will not be paid.

GS-15 IN ORDER TO BE DEEMED AS QUALIFIED, CANDIDATES MUST HAVE ONE YEAR OF SPECIALIZED EXPERIENCE WHICH IS EQUIVALENT TO THE GS-14 GRADE LEVEL IN THE FEDERAL SERVICE.

SPECIALIZED EXPERIENCE IS DEFINED AS: 1.

Experience developing, approving, and implementing agency-wide media relations policies, procedures, and strategic communications frameworks governing FCC Bureaus/Offices. 2.

Experience serving as principal advisor to the Chairman and Commissioners on strategic communications, media positioning, public messaging risk, and dissemination of regulatory or other Commission actions.

3.

Experience overseeing the development and execution of strategic communications plans for major Commission rule-makings, enforcement actions, spectrum auctions, and high-profile regulatory proceedings.

4. Experience leading, managing or supervising public affairs staff. 5.

Experience representing the FCC in high-level dealings with national media, trade press, Congressional staff, Executive Branch officials, telecommunications industry leadership, and public interest organizations.

6. Experience exercising final authority over official press releases, statements, media advisories, public event communications, and external messaging prior to public dissemination.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Exercises full authority over the Commission's strategic communications, media engagement policy, public dissemination systems, and official messaging and serves as the Commission's senior advisor on public communications strategy.

Establishes and directs Commission-wide public affairs policy.

Develops, approves, and implements agency-wide media relations policies, procedures, and strategic communications frameworks governing all FCC bureaus and offices.

Serves as principal advisor to the Chairman and Commissioners on strategic communications, media positioning, public messaging risk, and dissemination of regulatory or other Commission actions.

Exercises final authority over official press releases, statements, media advisories, public event communications, and external messaging prior to public dissemination.

Determines Commission-wide communications priorities and allocates OMR resources accordingly.

Oversees the development and execution of strategic communications plans for major Commission rule-makings, enforcement actions, spectrum auctions, and high-profile regulatory proceedings.

Directs and controls Commission information dissemination systems including Daily Digest, EDOCS coordination, website governance, and multimedia communication platforms.

Represents the FCC in high-level dealings with national media, trade press, Congressional staff, Executive Branch officials, telecommunications industry leadership, and public interest organizations.

Exercises full supervisory and managerial authority. Establishes organizational structure, staffing plans, performance standards, and budget justifications for OMR.

Makes final determinations on significant personnel actions including selections, performance ratings, disciplinary actions, awards, and organizational restructuring.

Oversees crisis communications and directs agency-wide rapid response efforts in matters of national importance or significant public controversy.

Evaluates long-term communications trends and implements modernization strategies to enhance transparency and public access.

Serves as the authoritative FCC spokesperson or designates spokesperson authority.
