Full Job Description

The Office of the Assistant Legal Advisor for Ethics and Financial Disclosure (L/EFD) provides legal advice and technical services concerning the standards of ethical conduct and financial disclosure reporting for the entire Department and is responsible for reviewing and processing of over 10,000 public and confidential financial disclosure forms each year, including nominees for more than 200 Presidentially Appointed, Senate Confirmed (PAS) positions in the Department.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience coordinating complex processes requiring collaboration with multiple internal and external partners to resolve issues and meet organizational deadlines.

Experience providing advisory services or guidance to senior officials on complex regulatory or policy matters requiring persuasive communication skills.

Experience planning and assigning work, evaluating performance, and implementing improvements to enhance program effectiveness.

Experience managing databases or information systems to track program compliance, generate reports, and maintain accurate records for organizational or regulatory requirements.

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." Major Duties:

  • Manages ethics vetting for all Presidential-nominated, Senate-confirmed candidates, including Secretaries, Under Secretaries, and Ambassadors, requiring access to Top-Secret classified information.
  • Oversees Department-wide financial disclosure compliance system for 10,000+ employees annually, processing reports to identify conflicts of interest and ensure compliance with federal ethics laws.
  • Supervises ethics program staff and manages Department-wide financial disclosure and ethics training programs, ensuring compliance with federal regulations.
  • Serves as agency certifying official for financial disclosure reports, reviewing submissions from Department employees worldwide to identify conflicts of interest and ensure compliance with federal ethics requirements.
