As an Supervisory Program Manager, you will serve as the Chief of the Resource Management Division and will oversee the daily management of complex matters regarding the budget, human resources, procurement, contract, logistics, travel, and administrative needs within External Affairs Directorate.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/20/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the External Affairs Directorate and is assigned based on the need of the agency.
  • Provides guidance on complex issues to Senior leadership, manages the activities and supervises staff members in Budgeting, Operations, Human Resources, Labor Employee Relations, Performance Management, Education and Training, and Contracting.
  • Coordinates with other partner elements, directorates, unit supervisors, and peers to establish objectives, goals, priorities and deadlines, and formulates plans to meet substantial changes in administrative and operations support.
  • Actively supports the planning and coordination of employee town halls and engagement events to include developing communication materials, talking points, and event logistics.
  • Recommends long-range program plans, goals, objectives, and milestones which serve as the basis for substantive changes in the organization and administration of programs affecting large numbers of personnel.
  • Assists with tracking strategic priorities of offices within the External Affairs Directorate (EXA) including project milestones and reports out to Senior Executive level staff.
  • Identifies and assesses both staff and management training needs and directs the design and development of requisite training programs.
  • Coordinates implementation of projects and policies and keeps the Headquarters Executive informed of activities and events that may affect programs and policies.
  • Resolves complex issues not requiring referral to higher authority and makes recommendations for solution of those referred to the next higher organizational level.
