Job Description

Summary

This job involves leading a team to manage the technical and program aspects of building and upgrading Ford Class aircraft carriers for the U.S.

Navy, focusing on solving issues related to cost, schedule, and performance.

A good fit would be someone with experience in large-scale naval projects, strong leadership skills to supervise teams, and the ability to work with shipbuilders and government officials to keep everything on track.

Key Requirements

  • At least one year of specialized experience equivalent to GS-13 or NH-03 in leading naval maritime modernization or industrial availability programs, such as for Ford Class aircraft carriers
  • Proficiency in program management techniques applied to technical attributes of complex naval systems
  • Experience supervising project managers, including training, mentoring, and promoting a diverse workforce
  • Knowledge of ship/systems acquisition processes, policies, regulations, principles, and practices
  • Ability to develop and execute long-range program plans, assess risks, and balance cost, schedule, and quality

  • Strong communication abilities to collaborate with stakeholders, shipbuilders, and external parties on technical matters

Full Job Description

You will serve as a Supervisory Program Manager in the CVN 78 Class Program and Systems Integration of PROGRAM EXECUTIVE OFFICE CARRIERS.

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 equivalent) in the federal service, or equivalent experience in the private or public sector, leading a naval maritime modernization or industrial availability program (e.g., FORD Class aircraft carriers) to execute program acquisition, development or construction requirements for the resolution of programmatic issues or problems (e.g., cost, performance, and schedule).

  • You will be responsible for the application of program management techniques to the technical attributes of the FORD Class aircraft carriers.
  • You will supervise project managers in developing, organizing analyzing, executing and monitoring planned requirements - to include training, mentoring, and fostering a diverse work force.
  • You will be responsible for the application of the ship/systems acquisition processes, policies, regulations, principles and practices for all elements of program management.
  • You will develop and execute long-range program plans and requirements for FORD Class Technical Issues.
  • You will work with the shipbuilder and key stakeholders to employ an optimal resolution of technical issues, balancing cost, schedule and quality.
  • You will collaborate with Hull PAPM to develop plans and strategies for generating contract requirements to implement technical solutions.
  • You will defend budget submissions to ASN and to Congress, justifying program requirements.
  • You will assess technical, contractual and schedule risks and benefits of alternative approaches for achieving objectives.
  • You will communicate technical program matters to corresponding levels within the PEO and guide the efforts.

  • You will develop budget planning, and execution plans development process, communicating with other functional areas of the program.
