Full Job Description

The Phoenix VA Health Care System is currently recruiting one (1) Supervisory Program Applications Specialist position in Health Administration Service (HAS).

The incumbent provides direct leadership in HAS to include Business Office functions (Eligibility, Enrollment, Patient Travel, Emergency Room administration, Medicine, Surgery, and Dermatology scheduling; Primary Care and Optometry; Rehab scheduling; Mental Health Clinic support to include Community Based Outpatient Clinics (CBOCs).

To qualify for this position, applicants must meet all requirements by the closing date of this announcement 04/06/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year of time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one year of time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: In addition to meeting time in grade requirements, you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: planning and carrying out projects to improve the efficiency and productivity of the Medical Center Area; planning and scheduling ongoing production-oriented work on a quarterly and annual basis; organize data collection and perform analysis to determine optimal performance; design and develop dissemination and training materials, local standard operation procedures, manuals; research problems that impact the quality and efficiency of Business Office operation; Coordinate date collection and perform analysis.

You will be rated on the following Competencies for this position: Analysis and Problem Solving Communication Manages Human Resources Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic; religions; spiritual, community; student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Regular and recurring work is mostly sedentary, involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another.

The incumbent works with a computer, works with a computer screen, and a keyboard. Some physical effort, such as standing, walking, bending, or prolonged sitting, may be required.

The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.

Major Duties:

Duties include, but are not limited to: Assess the productivity, effectiveness, and efficiency of program operations and analyze and resolve problems in the staffing, effectiveness, and efficiency of administrative support, staff activities, and technical hardware, equipment, and software applications.

Coordinates ongoing data collection and analysis, and use knowledge of System Redesign principles to determine organization performance.

Conducts business process modeling, projects, and studies that will impact the overall functions of the services in such areas as policy development and implementation, work methodology, processes, streamlining, etc.

Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.

Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Hears and resolves complaints from employees, referring group grievances, and more serious unresolved complaints to a higher-level supervisor or manager.

Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.

Identifies developmental and training needs of employees, providing or arranging for needed development and training.

Provides training and troubleshooting for clinical and administrative staff in business processes and associated supporting software.

Maintains records, prepares project administrative and statistical reports, assures compliance with review process, and monitors compliance with program requirements.

Designs and develops dissemination and training materials, local standard operating procedures (SOP) manuals, develops and utilizes monitoring tools, and provides for the implementation of Business Office programs through on-site education and training.
