Full Job Description

The Phoenix VA Health Care System is recruiting for one Supervisory Nuclear Medicine Technologist with additional expertise in Diagnostic Radiology to function as Imaging Program Administrator.

The incumbent is responsible for a wide range of administrative functions relating to the service and will be responsible for the direction of a highly complex consolidated Imaging program that includes Diagnostic and Nuclear Medicine Radiology programs.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency.

DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R).

Grade Determinations: In addition to the basic requirements above, candidates must meet the following grade requirements.

GS-13: Supervisory Nuclear Medicine Technologist (Imaging Program Administrator) Experience: At least one year of of creditable experience equivalent to the next lower grade level directly related to the position being filled and must fully meet all the KSAs at that level.

In addition to the experience above, the candidate must demonstrate the following KSAs: (a) Ability to, provide the full range of supervisory duties which includes responsibility for assignment of work, performance evaluations, selection of staff, and recommendation of awards, advancements, and disciplinary actions.(b) *Skill in administrative management (e.g., budgeting, contracting, procurement, and property management) in accordance with regulations.

(c) *Ability to work collaboratively with other disciplines, upper management, regional, or headquarters level staff.

(d) Ability to plan and execute short-term and long range programs and/or goals using project management and tactical/strategic planning, as well as, developing and overseeing complex quality programs by addressing outcome and performance benchmarks.

(e) Advanced knowledge of concepts, principles and methodologies of a significantly high level imaging program that includes complex subsections such as diagnostic radiology, nuclear medicine and/or radiation oncology operations in order to assess program effectiveness and provide authoritative guidance for operations, personnel, and management.

(f) Ability to develop, implement, maintain, and enforce departmental program policies, procedures, and protocols to maintain required documentation for compliance with safety, environmental and infection control standards, and with TJC, Food and Drug Administration, NRC-NHPP, American College of Radiation, Health Insurance Portability and Accountability Act, and other federal regulations.

Physical Requirements: Light lifting (under 15 pounds); light carrying (under 15 pounds); straight pulling (2 hours); reaching above shoulder; walking (2 hours); standing (2 hours); repeated bending (2 hours); near vision corrected to 13" to 16"; far vision correctable in on eye to 20/20 and 20/40 in the other; and hearing (aid permitted).

Major Duties:

The Imaging Program Administrator performs the role of the Departmental Chief Operating Officer (COO), coordinating with and furthering the missions of the Department Chief (CEO), Associate Chief (CMO) and the Informatics and Education Chief (CIO).

The incumbent is the liaison between Radiologists and technical/administrative staff, also between the Imaging Department and other providers/clinics, VISN, and National Program Offices.

The major duties and responsibilities include but are not limited to: Compiles annual budget information; monitors expenditures; identifies variances; and recommends corrective actions.

Contributes information to strategic plans and reviews, implements production, productivity, quality, and patient-centric service standards.

Develops, evaluates, and adjusts organization structure, and management systems, to accomplish the overall Imaging Department's mission.

Collaborates with the Imaging Service Chief, and other Service Leaders, or Senior Managers, to design the administrative structure needed to support the implementation of any new program initiatives and provide management of existing programs involving the Imaging service.

Works with Quality Management technologist on data analysis and quality initiatives.

Oversees, supports, and makes contributions to patient safety, implementing systems to conduct Root Cause Analysis and correction of errors. Oversees the PACS and medicom program.

Develops, implements, maintains, and enforces departmental programs, policies, procedures, and protocols.

Provides analysis, and interpretation support, to monitor various modality unit's performance measures, pertaining to the activities provided throughout the Imaging service.

Responsible for all academic, clinical program development, and research administration.

Manages the Imaging Service Budget, in this highly affiliated medical education complex, that includes patient care, research, education, and Imaging service funds.

Communicates effectively with the Imaging Service Chief, to identify the Service Budget needs, and negotiates with management to arrive at appropriate funding levels, that make the most effective use of resources.
