Job Description

Summary

This job involves leading a team to manage natural resources around a large reservoir in Montana, including protecting wildlife, forests, shorelines, and cultural sites while working with the public and other agencies.

It requires overseeing programs for conservation, recreation, and compliance with laws to keep public lands safe and accessible.

A good fit would be someone with strong leadership skills and hands-on experience in environmental management who enjoys coordinating with communities and solving land-use issues.

Key Requirements

  • Bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or related field
  • One year of specialized experience at GS-11 level in developing and coordinating natural resources programs including fish and wildlife, soil conservation, forestry, fire protection, and cultural resources
  • Experience developing and implementing cultural resource policies to comply with federal and state regulations
  • Proven ability to coordinate with public stakeholders, including officials, landowners, organizations, and agencies through meetings and correspondence
  • Supervisory experience in overseeing natural resource management sections
  • Knowledge of shoreline management plans and regulation of adjacent property improvements
  • Skills in administering leases for agriculture, recreation, and land use, plus surveillance to prevent encroachments

Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as Lake Manager and Natural Resources Section Chief GS-0401-12 for a large geographical area, which includes a major reservoir projects.

Basic Education Requirement for Supervisory Natural Resource Mangement Specialist, GS-0401 (transcripts must be uploaded): Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience (1) Developing and coordinating natural resources management and protection programs that include fish and wildlife management, soil conservation, forestry and vegetation management, fire protection, cultural resources protection, shoreline management, recreation management, and resolution of encroachments on public lands; (2) Developing and implementing cultural resource policy and management plans to ensure compliance with all applicable Federal and State regulations; and, (3) Coordinating with the public through public meetings, personal contacts, and/or written correspondence all aspects of the programs with users of the resource including elected and appointed officials, adjacent landowners, private organizations, and Federal, state, local, and tribal agencies.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Major Duties:

  • As Lake Manager and Chief of the Natural Resources Section, you will:
  • Oversee the development of natural resource management programs; such as, fish and wildlife management, forestry management, shoreline management, fire protection, cultural resources protection, and resolution of encroachments on public lands.
  • Develops and implements cultural resource policy and management plans to ensure compliance with all applicable Federal and State regulations
  • Supervises the development and implementation of policy and management plans for the protection of rare, threatened, and endangered plant and animal species
  • Directs the development and implementation of the Shoreline Management Plan for regulation of facilities such as floating structures, water and electrical lines, steps, walkways, and other improvements by adjacent property owners.
  • Administers agriculture leases, recreation leases, and determines availability of project lands and waters for out grant and disposal purposes.
  • Directs surveillance of Project lands to prevent unauthorized encroachments, use, or trespass and to ensure compliance with applicable rules and regulations including 36 CFR 327.
  • Establishes and maintains relationships with personnel of Federal, state, local, and tribal agencies to exchange ideas on methods, problems, and development of interest to coordinate work on adjoining lands, or to plan and coordinate joint projects.
  • Coordinate and manage operation and maintenance of recreation facilities, including campground, picnic areas, boat launching ramps, marinas, historical sites, overlooks, and visitor/information center(s).
  • Develops budget requirements for natural resource management programs for accomplishing scheduled work and inclusion in the overall fiscal program and reviews current budget to prevent deviations
  • Responsible for recruitment and supervision of full-time and seasonal personnel engaged in the management, operation, and maintenance of lands and water.
