The VA Northeast Ohio Healthcare System is recruiting for a Supervisory Mobility Transportation Specialist.
The Supervisory Mobility Transportation Specialist will function in the Travel section within the Patient Care Administrative Service.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/07/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.
Applicants who were previously selected under a Competitive Delegating Examining Office (DEO) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service.
You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Managing and oversite of all travel requirements, including consults for routine outpatient appointments, ensuring community transport of patients for care; knowledge of reimbursement travel/beneficiary travel and special mode travel; training, tracking completion of consults, assisting with alternate means of travel; providing technical and administrative support, knowledge of a wide range of well established and commonly applied budgetary and accounting management principles, concepts, and methodologies.
Skill in judgment and analysis to provide budget management services, ability to resolve problems associated with budget management systems and processes related to contract documents; interpreting data, planning work assignments, coordinate activities, skill in oral and written communication, knowledge of administrative regulations, operating procedures, directives, VA manuals, and public laws.
Preferred Experience: Assessing and addressing transportation needs for veterans. Knowledge of transportation services and logistics management to support veteran accessibility.
Strong coordination management and liaising with transportation service providers.

Physical Requirements: Incumbent may be exposed to stressful working situations that will require a mature attitude, professional approach, and effective communication skills to overcome.

Major Duties:
Duties of the Supervisory Mobility Transportation Specialist include but are not limited to: Serves as the Chief Vision Officer regarding the VTP.
Collaborates with Mobility Managers and their dispatch teams at VA facilities across the Northeast Ohio Market and throughout the VISN for management of transportation workload, forecasting, scheduling, operations, quality improvement implementation, and ongoing operational flow of the Veteran transportation across the Northeast Ohio Market.
Must have general knowledge of clinical services, related software and programs as they relate to clinical computing and office automation.
Responsible for general program administration and all general travel operations, both internal and contracted, throughout the Northeast Ohio Market.
Demonstrates professionalism, integrity, transparency, and accountability with a work ethic that emphasizes excellence and quality.
Manages the VTP Program comprised of the VTS Section, Beneficiary Travel section, and Ambulance section at the facility and the Michigan Market TNH above the facility level.
Acts as the primary decision maker on complex, unique issues that are not covered under standard policies. Orchestrates policy and procedures for transportation and travel for Veterans.
Interprets legislation and provides guidance to program staff.
Advises and recommends courses of action to facility and market Executive Leadership Teams, Senior Executive staff, VISN transportation staff, and National VTP staff.
Spearheads innovative approaches to accomplish missions, solve problems, respond to new policy, and implement higher quality of care in all facets of Veteran transportation.
Analyzes new technological trends and develops phased implementation plans after analyzing feasibility, costs, benefits, opportunities, and constraints.
Works closely and routinely with other services within the Medical Center.
Responsible for completing the Needs, Resources, and Stakeholders Assessment in collaboration with the other services represented on the VTP Board of Directors, as well as Veterans and community stakeholders.
Formulates, interprets, and implements VHA's Member Services Veterans Transportation Program and VAMC's policies and procedures pertaining to transportation among the multiple programs at the VAMC.
Develops, analyzes, evaluates, advises on, and/or improves the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management.
Acts as the subject matter expert (SME) advisor to Senior Medical Center Executive Leadership.
Manages all patient transportation matters at the Medial Center and in collaboration with the VISN level to ensure policy and protocols are routinely followed.
Possess and maintain knowledge of and collaborative relationships with external organizations such as: Community Transit providers, Veterans Service Organizations, State Veteran Agencies, County Veteran Service Agencies, and other various groups and organizations, volunteer work groups, news media, and the community at large.
