The primary purpose of this position is to serve as the Deputy Director of Manpower, Personnel, and Reserve Affairs at a Center Headquarters, responsible for formulating program goals, plans, and policies for the directorate.

**Salary ranges include local market supplements.** This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS).

The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level.

The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.

Examples of creditable experience include applying extensive knowledge and experience in Services Division activities including manpower, human resources, Workforce Development, training, recruiting, the Integrated Resiliency Team (IRT) and other mission services disciplines.

Applying originality and judgment in formulating, evaluating, and monitoring the organization's programs in instances where new concepts or technologies are developed, where there are few precedents or guidelines on which to base or predict expected results, and where few if any existing guidelines can be used to develop appropriate criteria, methods, procedures, and techniques.

Exercising independent judgment and ingenuity in guiding personnel in the analysis of unique problems and the development of new and improved techniques and methods for accomplishing the organization's mission.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of Manpower and Civilian Personnel functions, including Reserve Affairs experience.

Knowledge of Manpower and Civilian Personnel operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed.

Practical knowledge of Command Screening Boards, Talent Marketplace, and other special officer assignment programs is required.

Ability to plan, organize and direct the functions and mentor, motivate and appraise the staff if an organization through subordinate supervisors.

Knowledge of Federal and AF Human Resources concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities that deal with a highly educated, technically oriented workforce and to resolve a myriad of personnel issues within a complex security environment that may be uncommon to other organizations.

Ability to effectively organize and analyze information, produce reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings, resolve conflicts based on mature judgement, experience, and recognized professional standing, and effectively advocate for a position.

Skill in establishing and maintaining effective relationships, negotiating, and resolving conflicts with a variety of individuals and organizations.

Ability to work with peers and superiors; must have the ability to communicate effectively, both orally and in writing.

Daily interaction with DISLs/DISESs, Flag-Officers, high ranking dignitaries, and other distinguished visitors from other government agencies.

Knowledge of security procedures to maintain control of classified material.

OTHER SIGNIFICANT FACTS Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI) other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.

A non-disclosure agreement might be signed. This position has been designated by the Air Force as a testing designated position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety Key: The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent federal agency or office to function effectively this position must be removed from the ready reserve and cannot become a member of the ready reserve.

(IAW: DoDI 1200.07, Screening the Ready Reserve). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

As the deputy plans, organizes and directs activities of the Mission Services Division (A1 Directorate) ensuring that Manpower, Personnel and Reserve Affairs complies with legal and regulatory requirements and meets customer needs.

Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.

Represents Manpower, Personnel and Reserve Affairs Directorate with a variety of installation and functional area organizations.

Provides management, oversight, and leadership to the Mission Services Division as the A1 Deputy.

Makes comprehensive assessments and evaluations of program goals/objectives which provide a basis for long-range planning to enhance the management support capabilities of the Division.
