Summary

This job involves leading a team that handles the approval and oversight of home loans guaranteed by the VA for veterans and their families across multiple states and nationwide, including issuing eligibility certificates and monitoring mortgage lenders.

A good fit would be someone with extensive experience in loan processing, financial analysis, and leadership in a regulatory or banking environment, who enjoys training others and ensuring compliance with government rules.

Key Requirements

  • One year of specialized experience at GS-13 level or equivalent, including expertise in underwriting VA-guaranteed home loans and lender oversight
  • Individual Occupational Requirement (IOR): Experience in agricultural, commercial, realty, or mortgage loans, such as reviewing applications, financial analysis, or real estate appraisal
  • IOR Alternative: Undergraduate or graduate degree in finance, business administration, economics, accounting, law, real estate, or related fields

Full Job Description

The primary purpose of the position is to oversees the origination of VA-guaranteed home loans in a multi-state jurisdiction, the issuance of Certificates of Eligibility to Veterans and Surviving Spouses on a nationwide basis and performs oversight of the work of mortgage lenders who are funding VA-guaranteed loans on a nationwide basis.

INDIVIDUAL OCCUPATIONAL REQUIREMENT: This position does have an IOR (Individual Occupational Requirement) that must be met in addition to the Time-in-Grade and regular Specialized Experience qualifications.

In order to qualify for this position, you must have experience listed below: IOR Specialized Experience: Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans.

Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; purchasing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.

OR IOR Education Requirement: Undergraduate and Graduate Education IOR: Major study - finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

AND TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

For a GS-14 position you must have served 52 weeks at the GS-13 level. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

AND MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: One year of specialized experience equivalent to at least the GS-13 level is required.

Experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized experience is characterized by a thorough knowledge that demonstrated expertise in underwriting approvals, processes request for release of liability substitution of entitlement, providing training sessions, seminars, and workshops for employees of lenders to inform them of various VA policies and procedures related to the VA's guaranteed home loan program.

Expertise would display advanced understanding of the concepts outlined in the VA Lender's Handbook, VA PAM 26-7 and 38 CFR 36.4337 and demonstrated leadership experience.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week.

Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Major Duties:

The LPO plans, develops, organizes, coordinates, and directs the Loan Processing functions for all Veterans and Surviving Spouses in a multi-state jurisdiction.

Monitors the work of staff who are providing information, advice, and assistance on all types of VA guaranteed and direct loans to Veterans, mortgage lenders, real estate brokers, builders, attorneys, title companies and other stakeholders who write, email, telephone or visit a VA facility.

Participates in and leads projects and studies that could involve system enhancements, redesign of business processes and organizational planning for Loan Production.

The LPO serves as a subject matter expert on VA-guaranteed home loan regulations, policies and procedures and represents VA at high-level meetings with stakeholders including official of lending institutions.

Provides training sessions, seminars, and workshops for employees of lenders to inform them of various VA policies and procedures related to mortgage loan underwriting and processing requirements.

The LPO establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors.

Ensures proper oversight of the work being performed in the section through accuracy reviews on Full File Loan Reviews and Certificates of Eligibility and spot checks of all other work products.

Ensures that employees are provided prompt and frequent feedback on their work.
