The Servicing Officer (SO) oversees the servicing of VA-guaranteed loans on a nationwide basis.
The SO serves as the supervisor of Senior Loan Technicians, Loan Technicians and Assistant Loan Technicians in the Loan Administration (LA) Value Stream who are involved in monitoring mortgage companies and financial institutions that service loans guaranteed by the Department of Veterans Affairs (VA) pursuant to Title 38, United States Code and protecting the interests of the U.
S. Government. To qualify for this position, applicants must meet all requirements by the closing date of this announcement:03/17/2026.
INDIVIDUAL OCCUPATIONAL REQUIREMENT: This position does have an IOR (Individual Occupational Requirement) that must be met in addition to the Time-in-Grade and regular Specialized Experience qualifications.
In order to qualify for this position, you must have experience listed below: IOR Specialized Experience: Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans.
Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; purchasing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.
OR IOR Education Requirement: Undergraduate and Graduate Education IOR: Major study - finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
AND TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If you are a current VBA employee outside the commuting area seeking a reassignment or change to lower grade via the vacancy announcement, you must currently hold the GS-13 or higher, and the promotion potential of your current position must be at least GS-13.
AND MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include but are not limited to: Experience is characterized by a thorough knowledge and demonstrated expertise of servicing and liquidation of mortgage loans.
Expertise would display advanced understanding of the concepts outlined in M-26 Operating Manuals, Loan Administration Servicing Procedures for VA Loans, and Title 38, United States Code.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The work is predominantly sedentary, although there is some standing, walking, bending, stooping, and carrying of light items such as files, computer printouts, and other types of records.
Must be able to carry on effective interviews and telephone conversations. The incumbent must be available for travel and able to operate a motor vehicle in conjunction with fieldwork.

Major Duties:
Specific duties include: Plans and directs the activities of loan servicing for section staff.
As the Servicing Officer, the incumbent carries the additional responsibilities for personally knowing and assuring the appropriate staff members are fully conversant with the laws and customs unique to a multiple state region.
Monitors the work of staff who are providing information, advice, and other stakeholders who write, email, telephone or visit a VA facility.
Provides positive and negative feedback to employees, and providing disciplinary actions actions when appropriate.
The incumbent is responsible for ensuring equal opportunity for all LA employees in the selection of employees for training, promotions, awards and recognition, participation on teams and other career development opportunities.
The Servicing Officer is actively involved with hiring and promoting employees. The Servicing Officer is responsible for monitoring the work and activities of their employees.
Oversees the completion of Post Audits after claims have been processed to ensure that mortgage servicers are following VA policies and procedures and that all expenses are in accordance with VA guidelines.
The SO serves as a subject matter expert on VA guaranteed home loan regulations, policies and procedures related to loan servicing and foreclosure avoidance.
Ensures adequacy of servicing and other VA Loan Electronic Reporting Interface (VALERI) processes are completed timely and accurately including appealed claims, reviews of substantial equity, suspicious loan modifications, re-conveyances, supplemental claims, bills of collection and return of custody processes.
Closely monitors results of Post Audit reviews so that actions necessary for the correction of any deficiencies are resolved in a timely manner to protect the interests of Veterans and VA.
Ensures that loss mitigation options are considered and recommends viable options to servicers, including repayment plans, special forbearance, loan modifications, VA Purchases, short sales and deeds in lieu of foreclosure.
Researches and responds to inquiries regarding servicing on VA mortgage loans.
Ensures accurate and timely responses to information requests and controlled correspondence pertaining to Loan Administration.
Provides guidance to servicers in relation to partial release of securities. Provides guidance and assistance with obtaining forbearance on loans following natural disasters.
