Key Requirements

Full Job Description

This position is in the Office of Technology, Integrated Testing for the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA), where the incumbent serves as a Supervisory IT Specialist (PLCYPLN).

The incumbent is responsible for the direction and management of Systems and Technology Operations and EHRM-IO test centers.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/15/2026.

Basic Requirements: Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate, demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the basic requirements candidates must also meet the grade level requirements as outlined below: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-14 for the GS-15 level) in the normal line of progression for the occupation in the organization.

Specialized experience at the GS-14 level is defined as work that involves mastery technical knowledge of software development lifecycles, test and evaluation policies and processes related to an integrated healthcare and benefits delivery system; working knowledge of hardware, software, operating systems, and peripherals available in the industry required to analyze and develop efficient IT solutions; knowledge of systems testing and evaluation methods utilized in conducting test events; Skill in designing and documenting overall program Test & Evaluation strategies and infrastructure requirements; communicating ideas clearly, both orally and in writing.

Must be able to demonstrate through work experience or training that you possess or have potential to develop qualities to successfully supervise.

Major Duties:

Plan, prepare, and execute tests of systems to evaluate results against specifications and requirements as well as analyze/report test results.

Determine scope, infrastructure, resources, and data sample size to ensure system requirements are adequately demonstrated.

Manage budget formulation and execution to ensure operational requirements are submitted for inclusion in the annual budget.

Provide leadership and facilitation for the development of the overarching software testing processes for the software development life cycles.

Provide expert support in analyzing and reporting data to a variety of senior government audiences, including the preparation of complex technical reports and statistical summaries for internal use and Bureau management.

Provide expert and technical guidance to management or high-level officials on federal IT and agency regulations or directives.

Communicate guidelines and performance requirements to employees by conducting formal performance reviews which provide for the developmental and training needs of employees.

Performs administrative and human resources management functions for the unit while providing advice, counsel, or instruction on both administrative and work matters.
