THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE NON-BARGAINING UNIT POSITION.
This National Guard position is for a SUPERVISORY IT SPECIALIST (NETWORK), Position Description Number T6376700, and is part of the Montana Army National Guard, G6.
( A copy of the Position Description can be obtained by HRO upon request) Selecting Official: Jason Magera GENERAL EXPERIENCE REQUIREMENT: Must have experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the understanding of the stages required to automate a work process; experience in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
AND Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Major Duties:
Manages the operations of an IT Branch/Division primarily responsible for network infrastructure, systems administration, and telecommunications services.
Serves as a chief advisor to the information management Director and respective staff regarding IT operations.
Supervises and exercises management of an IT Branch/Division composed of highly skilled network, system, and telecommunications personnel.
Coordinates IT activities, establishes policies and procedures to effectively accomplish organizational goals and missions.
Develops branch vision and provides leadership and guidance on an extensive range of technological issues. Exercises supervisory personnel management responsibilities.
Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.
Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques.
Recommends awards when appropriate. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management.
Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters.
Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance.
Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time.
Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material.
Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates.
Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination.
Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees.
Directly oversees and advises on the execution of network, systems, telecommunications, and other IT infrastructure projects.
Outlines project priorities, defines milestones, and adjusts project schedules to achieve short and long-range organizational goals.
Coordinates with project stakeholders and representatives, identifies challenges, and formulates solution strategies.
Develops methodologies to mitigate obstacles and improve project efficiencies to achieve success. Forecasts and researches IT initiatives for implementation of future technologies.
Communicates effectively with technical staff as well as non-technical personnel to interpret technological requirements of the organization. Seeks cost effective and fiscally responsible solutions.
Maintains situational awareness of evolving organizational needs and future operational requirements, identifies shortfalls, and proficiently adjusts operational budget accordingly.
Manages budget in compliance with Fiscal Law and governing regulations. Provides briefings, attends meetings, analyzes financial data, and delivers metrics as required.
