Serves as a Supervisory Inventory Management Specialist for non-expendable (NX) assets/materials for the Logistics Service within the VA Health Care System supervising multiple supply or material classes/series and recognized as the Material Management Division's subject matter expert serving as an advisor and consultant to the Chief Supply Chain Officer and Assistant CSCO on property management matters for sound material management concepts, practices, and control of all personal property.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/13/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Knowledge in Supervising and leading inventory management operations, including planning, assigning, and reviewing work for inventory, supply, and warehouse staff to ensure compliance with policies, procedures, and internal controls.
Directing inventory control programs for a wide range of material, equipment, and assets, ensuring accurate accountability, availability, and lifecycle management in support of operational requirements.
Conducting and overseeing physical inventories, cycle counts, and reconciliations, resolving discrepancies, investigating losses, and implementing corrective actions to improve inventory accuracy and audit readiness.
Utilizing automated inventory management systems to track, analyze, and report inventory status.
Ensuring compliance with federal regulations, internal control standards, and audit requirements, including documentation, reporting, and corrective action plans.
Ability to provide technical guidance and training to staff on inventory management practices, system usage, safety requirements, and accountability procedures.
Coordinating with customers, logistics personnel, contracting, and financial offices to forecast requirements, resolve supply issues, and support operational priorities.
Supporting budget and resource planning by monitoring inventory costs, identifying efficiencies, and recommending improvements to reduce waste and improve asset utilization.
Managing inventory levels through analysis of non expandable assets, materials stock usage, excess property, and turnover rates to prevent shortages.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D.
or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M.
if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application.
Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.

Major Duties:
Duties include, but may not be limited to the following: Lifecycle Management: responsible for the lifecycle management of non-expendable assets; develops multi-year equipment/NX plans; utilizes advanced automated non-expendable planning tools; participates in strategic planning, quality management of the equipment program, equipment replacement planning on a progressive basis, integrated with management budgetary plans and consistent with life expectancy of equipment; utilizes performance improvement methodologies to improve the overall management of NX assets; and conducts analysis and uses intensive knowledge of NX assets to make recommendations about standardization opportunities; Supply Management: responsible for the management and control of NX equipment and the inventory management of all NX assets; provides full logistics and supply chain support of pre-planning, preparation and equipment purchases; implements and monitors automated NX inventory management systems; and analyzes, studies, develops, and directs systems in connection with the NX requirements; Supervision: supervises employees from separate but interrelated units; makes recommendations for promotions, reassignments and awards; develops position descriptions and performance standards; conducts semi-annual and annual performance reviews; assists subordinate staff with performance issues; schedules and grants leave; monitors overtime usage; resolves informal complaints and grievances; develops the ability of subordinate staff; develops individual development plans for professional growth and development; coordinates and integrates various technical units to ensure compliance; conducts on the job training and in service training; and assesses training and educational needs and implements training programs; Performs other related duties as assigned.
