Full Job Description

You will serve as a Supervisory General Engineer/Architect (Deputy Public Works Officer) in the Public Works Department of NAVSUBASE KINGSBAY.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: Additional qualification information can be found from the following Office of Personnel Management website: 1) Participating in facilities-related current and long-range planning meetings to ensure that goals and objectives are fully and effectively related; 2) Assisting in and/or directing, controlling, and coordinating operations within a Public Works Department (PWD) by applying a broad knowledge of facilities maintenance and sustainment processes and procedures; 3) Assuring quality and timeliness of facilities-related work while incorporating best business practices and a focus on process improvement; 4) Coordinating assets (manpower, equipment, materials, funding) for planning and scheduling work; and 5) Providing expert advice regarding difficult and/or unique facilities issues; and 5) Possessing leadership experience in an installation Public Works Department, specifically in Facilities Management, Requirements, Planning, UEM, or environmental.

  • You will be responsible for directing, reviewing, coordinating and executing the construction, environmental, base operations support, planning and real estate programs for supported commands.
  • You will work closely with the PWD Financial Management Team to track all PWD funding budgets, labor expenditures, invoice processing and utility billings.
  • You will be responsible for ensuring the PWD is in compliance with all Navy financial regulations.
  • You will manage all human resources efforts within the PWD, including coordination with Southeast Business and Support Lines and Manpower to ensure recruitments are processed smoothly.
  • You will be responsible for the first line supervision of the managers accountable for providing client liaison; facilities management; facilities engineering and acquisition; production and environmental services.
  • You will be accountable for the effective and efficient leadership of personnel and the effective and efficient management of budgets, facility and equipment resources.
  • You will assist the Public Works Officer (PWO) in focusing on programming and execution for all products and services.
