Summary

This job involves overseeing construction projects as a resident engineer and administrative contracting officer for the U.S.

Army Corps of Engineers, managing multimillion-dollar civil works contracts to ensure they meet plans, regulations, and quality standards.

About the Position: Serve as a Resident Engineer and Administrative Contracting Officer in the Construction Division.

Incumbent is expected to plan, implement and accomplish program objectives with a high degree of independence within available guidelines. This announcement is for external candidates.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be evaluated on the basis of your level of competency in the following areas: Construction Management Contracting/Procurement Leadership Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Major Duties:

  • Conduct prework conferences and Quality Assurance ensuring construction activities are performed and documented in accordance with regulations.
  • Review and approve the Contractor’s project progress schedules, pay estimates, and materials procurement.
  • Interpret plans and specifications, as well as negotiate and execute contract modifications within warrant authority and appointment letter.
  • Supervise, direct, assign and provide technical advice to coordinate work for professional, technical, and clerical personnel. These personnel are engaged in construction supervision and administration of the projects.
  • Responsible for the management and supervision of all assigned construction projects.
  • Monitor contractor compliance with Safety Plan and Hazard Analysis during construction to minimize occurrences of job site accidents.
