This job is for a senior IT leader at the National Endowment for the Arts who oversees the agency's technology backbone, including data centers, cloud systems, and networks, to keep everything running smoothly, securely, and efficiently.
The role involves hands-on management, advising top executives on tech strategies like AI integration, and leading big modernization projects.

This position is in the Office of Information and Technology Management (OITM), National Endowment for the Arts (NEA).
The incumbent reports to the Deputy Chief Information Officer (DCIO) and serves as the agency's lead for infrastructure operations, including data center, cloud, and network services.
This position involves a hands-on role in maintaining performance, availability, and security of NEA's technology infrastructure.
To be considered minimally, applicants must demonstrate that they meet the required IT-related experience reflecting each of the Four competencies AND Specialized Experience requirements as noted below.
Four (4) Required IT Competencies: 1. Attention to Detail - Managing complex IT infrastructure programs and enterprise-wide technology portfolios. 2.
Customer Service - Assessing the needs of senior agency leaders, technical staff, and non-technical stakeholders. 3.
Oral Communication - Influencing and advising CIO, DCIO, agency executives, and external partners on infrastructure strategy. 4.
Problem Solving - Identifying enterprise IT infrastructure challenges and developing strategic, cost-effective solutions.
AND Specialized Experience for this GS-14: To qualify for this GS-14 grade level (starting salary $143,913), applicants must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level (or equivalent) in the Federal service, performing the following: Leading enterprise-wide IT infrastructure programs encompassing cloud, network, and data center operations; and Providing executive-level program management services and oversight for large-scale IT modernization projects; and Designing, implementing, and managing enterprise architecture frameworks and DevOps practices; and Advising senior leadership on technology strategy, AI/ML integration, and infrastructure optimization.

Planning and managing agency infrastructure operations across cloud, network, and systems to maintain secure, reliable, and efficient service delivery.
Implementing and tracking infrastructure performance measures. Maintaining disaster recovery and business continuity procedures to support mission continuity.
Leading technical administration of the NEA Azure environment and on-premise platforms, including Windows Server, Active Directory, Microsoft 365, storage, and backup services.
Overseeing network services and configurations, including VPNs, firewalls, routers, and switches, to ensure connectivity, security, and operational stability.
Coordinating infrastructure modernization efforts by defining requirements, developing project documentation and test plans, and supporting implementation aligned with agency priorities.
Partnering with the CISO and stakeholders to implement infrastructure security controls and address compliance requirements, including NIST 800 series and FedRAMP-aligned practices.
Providing supervisory leadership and contract oversight by setting priorities, assigning and evaluating work, and serving as Level II COR to ensure contractor deliverables meet performance standards.
