The primary purpose of this position is to exercise supervisory personnel management responsibilities, plan, organize, and direct cyber, IT, or information/knowledge management (IM) activities which comply with legal and regulatory requirements, coordinates with program and project managers and serves as senior technical advisor on cyber, IT, or IM activities.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A).

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

SPECIALIZED EXPERIENCE: Applicants must have least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems.

Specialized experience is experience in planning, organizing, and overseeing the activities of an IT organization or team, including providing guidance, assessing workloads, and managing resource requirements, attention to detail, customer service, oral communication and problem solving.

Ideal Candidate: The Air Force Test Center is looking for a Full-Time Supervisory IT Specialist (NH-2210-03) to work at the 704 Test Group, 704 Test Support Squadron, (704TSS/TGSI) at Holloman Air Force Base.

In this position you will serve as the Information Systems Security Manager (ISSM).

Functions as the primary point of contact on all matters (technical and otherwise) involving the security of one or more enclaves, systems, or applications.

Supports oversight of the 704 TG cybersecurity program to include architecture, requirements, policies, processes, and procedures.

Maintains appropriate foundational knowledge of cybersecurity best practices and risk management proportional to the criticality of information stored or processed on Information Systems under their purview.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the principles, methods, and techniques of cyber, IT, or IM assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing cyber, IT, or IM projects and resources, monitoring and inspecting costs, work, and contractor performance.

Ability to lead and manage information systems planning, development, implementation, operation, and maintenance as well as ability to make decisions or recommendations that significantly impact important agency cyber, IT, or IM policies or programs.

Knowledge of the principles, methods, and tools for the coordinated management of cyber, IT, or IM programs to include providing oversight of multiple projects, integrating dependent schedules and deliverables, and related activities such as life cycle management and program governance.

Ability to develop and interpret policies, procedures, and strategies governing the planning and delivery of services. Skill in applying new developments to previously unsolvable problems.

Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or alternative technologies or approaches.

Ability to research and analyze external products to determine their potential for meeting mission requirements and business needs.

Knowledge of concepts, practices, and leadership techniques used to identify, engage, influence and monitor relationships with individuals and groups connected to cyber, IT, or IM work/development efforts.

Includes those who are actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome.

Ability to provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical cyber, IT, or IM issues as well as ability to work effectively with customers to assess their requirements then provide information, expertise, and assistance to satisfy those needs.

Knowledge of methods of leadership and supervision to hold others accountable for measurable high-quality, timely, and cost-effective results.

Ability to determine objectives, make sound, well-informed, and objective decisions, set priorities, cause change, and accomplish organizational goals.

Skill in leading productive teams and work centers. Ability to plan, organize, and direct the functions of a unit and lead, mentor, motivate, and appraise subordinate staff.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Exercises supervisory personnel management responsibilities at least 25% of the time.

Plans, organizes, and directs cyber, IT, or information/knowledge management (IM) activities which comply with legal, regulatory, and AF/DoD-directed requirements and meet mission and customer needs.

Coordinates with program and project managers of other organizations and agencies in developing, operating, and modifying policies to ensure local application meets mission/project requirements.

Leads multi-disciplined teams to ensure mission completion. Represents the organization with higher levels of management and contractor organizations.

Serves as senior technical advisor on cyber, IT, or IM activities. Stays abreast of changes in policy direction, keeping leadership informed of impacts on organizational requirements.
