Job Description

Summary

This job involves leading a team to manage housing programs for military installations, ensuring safe and quality living spaces for soldiers and their families through planning, oversight of construction projects, and policy implementation.

A good fit would be someone with strong leadership skills and experience in housing or facilities management, particularly in government or military settings, who enjoys coordinating with teams and solving complex operational issues.

Key Requirements

  • One year of specialized experience at GS-13 level or equivalent, including developing housing program plans for government-owned, leased, and unaccompanied housing
  • Experience managing major housing and barracks projects, coordinating with internal and external partners to resolve issues and ensure project execution

Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This Supervisory Housing Management Specialist, GS-1173-14, position leads the installation's housing programs, overseeing both government and privatized housing to ensure safe, quality living conditions for Soldiers and families.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which includes 1) developing housing program plans for government-owned, leased, and unaccompanied housing, including long-range planning, resource prioritization, and oversight of facility improvements; 2) managing major housing and barracks projects, coordinating with internal and external partners to resolve complex issues, support decision-making, and ensure successful project execution; AND 3) interpreting housing policies to guide staff, establish program procedures, and ensure consistent administration of housing operations and contract requirements.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Major Duties:

  • Develop overall housing management plans for non privatized housing functions at the installation.
  • Provide oversight for major construction and execution of the Community Development Management Plan (CDMP).
  • Based on current and anticipated problems and trends, develop recommendations for changes in area and installation policy and present them with justification.
  • Supervise and direct work of division personnel.
  • Interview and select applicants for key positions.
  • Participate in problem-solving conferences and seminars with other experts in military housing management to provide insights based on expertise.
  • Manage data and information in support to the RCI Program Office Program Manager at the Office of the Assistant Secretary of the Army for Installations and Environment (OASAIE-RCI) for congressional and federal issues.
  • Initiate or review and approve personnel and position actions.
  • Lead meetings with subordinate supervisors; review special reports and studies.
  • Formulate long-range personnel and work plans to justify contract and management support of the Senior UPH, centralized barracks management program, furnishings, HSO, barracks construction, major renovations, etc.
