This job involves acting as a trusted advisor and executive assistant to the head of a veterans' health facility, overseeing clinical and administrative programs while handling delegated tasks.
It requires strong leadership in managing healthcare operations and coordinating with facility managers.
Ideal candidates are experienced healthcare administrators with supervisory backgrounds who enjoy solving complex problems in a government setting.
The incumbent serves as the Executive Assistant to the Executive Director, in a confidential and advisory capacity, exercising authority and responsibility over various clinical and administrative programs and duties delegated by the Executive Director.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.
This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.
Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan.
Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: Work is mostly sedentary.
Assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area.

Major Duties:
The first 50 candidates will be referred. Major duties include, but not limited to the following: Exercise program authority and responsibility to develop and implement policies.
Works in collaboration with the RRVAMC Executives to formulate policies.
Drafts policies as appropriate, based on thorough research of current literature including Department manuals, state laws, accreditation standards, and legal guidance and opinions.
Ensures that the logistics involved in publishing policies, bulletin and other administrative documents are completed upon approval of the draft policies.
Makes recommendations on planning efforts that require additional resources, prepares and contributes to reports, and other presentations on program planning and evaluation.
Designs and conducts a wide variety of comprehensive studies to identify and propose solutions to management problems which are of major importance in the planning efforts.
Prepares recommendations which impact the way planning is carried-out. Serves as advisor to the RRVAMC Executive Leadership team.
Analyzes and evaluates, using quantitative or qualitative methods, the effectiveness of programs or operations in meeting established goals and objectives and the improvement of complex management processes and systems Evaluates agency-wide programs against short- and long-range objectives.
Identifies critical problems areas, develops, implements and monitors corrective action plans. Conducts special studies/projects and provides advice and guidance to all RVAMC services.
Conducts studies in many areas of administration such as staffing, resource management and systems development, keeping the Medical Center Director informed of pertinent study findings.
