The primary purpose of this position, GG-0501-14, Supervisory Financial Specialist is to To serve as Chief, Cyber Acquisition, providing planning, directing, organizing, and exercising control over two or more first level supervisor section chiefs assigned to the Cryptologic and Cyber Systems Division (HNC), Financial Management Branch (HNCF).

Ideal Candidate: Advanced degree in Business Administration, Economics, Finance, or other related fields is highly desirable.

This is a GG-14 position in the Defense Civilian Intelligence personnel System (DCIPS).

The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level.

The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the quality experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of the financial management principles, concepts, policies, and laws; acquisition functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve acquisition problems; and all aspects of life cycle integrated financial support.

2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 3.

Ability to plan, organize, and direct assigned functions, and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4.

Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5.

Ability to plan, organize, and direct the staff of an organization including special study teams and task forces composed of members from different organizations and commands.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Additional Information: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.

A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This is a Critical Acquisition Position (CAP).

Unless specifically waived by the appropriate Component Official (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) or if the employee is "grandfathered" under 10 U.S.C.

1736( c )(1), the following are statutorily mandated requirements (Reference 10 U.S.C. 1733 and 1737): a. Employee must be a member of the Acquisition Corps at the time of appointment. b.

Employee must execute, as a condition of appointment, a written agreement to remain in Federal Service in this position for at least three years.

In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment.

This is a Financial Management Level 3 Certified position IAW the national Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Incumbent shall comply with the requirements of this certification program.

The incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. APDP FM level 3 is required.

This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).

The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.

Employee is expected to meet Continuous Acquisition Education requirements. Major Duties:

-Plan, organize, and direct the activities of AFLCMC/HNCF employees ensuring the branch complies with legal and regulatory requirements and meets customer needs.

-Exercise supervisory personnel management responsibilities.

-Advise the Chief, Financial Management Branch, Senior Materiel Leader (SML), and his/her Program Managers on financial and acquisition strategies.

-Develop and implement financial policy and procedures for the Cryptologic and Cyber Systems Division, Air Force Life Cycle Management Center (AFLCMC) and implements Division, Center, Command, and Air Force financial policy.

-Perform planning and reporting duties in support of the Chief, Financial Management Branch, SML and assigned programs.
