The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 47th Civil Engineer Squadron.
Conditions Of Employment cont. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air ForceCivilian Drug Demand Reduction Program.
Employee must pass initial and periodic short notice drug testing.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Facility Operations Services Series 1640 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.
OR SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 (or higher) grade level or equivalent pay systems (may have been in the federal service, military, public or private sector).
Examples of qualifying specialized experience includes: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.; Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of broad operating capabilities and maintenance requirements of various kinds of facilities, physical plants, and equipment; practical knowledge of engineering principles, concepts, and practices that govern the management of facility and infrastructure operations and maintenance; improvement and modernization; repair and minor construction; and associated base support services for numerous complex and diverse systems and facilities.
Knowledge of safety and security regulations, practices, and procedures. Knowledge of Civil Engineer goals, policies, and procedures and a practical knowledge of craft, trade, and labor occupations.
Knowledge of environmental, safety, occupational health, security, personnel management, and EEO regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Plans, organizes, and directs the activities of 47th Civil Engineer Squadron, ensuring that the Operations Flight and associated contract oversight complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents the 47th Civil Engineer Squadron with a variety of installation and functional area organizations.
Directs the development and execution of the organization's long range work plans and budgets in support of engineering/operations planning and execution.
Communicates and coordinates organization issues with higher headquarters, regulatory agencies, otherinstallation units, community officials, etc.
