Job Description

Summary

This job involves overseeing the day-to-day operations of specialized labs and insect production facilities for a U.S.

Department of Agriculture agency, including managing maintenance, construction, utilities, and safety to keep everything running smoothly.

You'll lead a team, plan budgets, and ensure compliance with health and safety standards on-site in Edinburg, Texas.

Full Job Description

You will serve as the Supervisory Facility Operations Specialist, planning and directing the facility management program.

As the on-site facility manager, you will be responsible for installation management functions encompassing operations, utilities, construction, remodeling, and maintenance in support of APHIS labs and specialized insect production facilities.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Managing construction, maintenance and repair, safety and health to support sustainment, restoration, or modernization of facilities and space management.

Meeting with representatives, contract officers, program managers, or architectural/engineering firms to develop plans for new construction and major renovations, or to otherwise manage government facilities (leased, owned, or through GSA).

Budgeting processes for facility and space management to include construction cost used in justifications and allocations to maintain the viability of existing facilities.

Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • The duties may include, but are not limited to:
  • Serves as an expert and representative in matters involving existing facilities or proposed new facilities, and develops multi-year planning goals and objectives.
  • Conducts regular and recurring studies and review in order to evaluate the effectiveness of installation operations from the standpoint of utilities management.
  • Responsible, as an item of special significance, through the development and implementation oversight of operational guidelines and maintenance procedures and programming of manpower.
  • Implements and manages a facility-wide accident reporting system, designed to provide complete and accurate information on all accidents.
  • Supervises the maintenance of records and preparation of reports on work-related injuries, illnesses, motor vehicle accidents, and other property damage.
  • Serves as team leader in the investigation of occupational fatalities, catastrophes, and serious accidents.
