This position is located in the Digital Collections Workflow Section, Digital Collections Mgmt & Services Division, Digital Services Directorate, Discovery And Preservation Services.

The position description number for this position is 457041. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

This is a supervisory, non-bargaining unit position.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

The position serves as a Supervisory Librarian in the Digital Collections Workflow Section (DCW), Digital Collections Management & Services Division (DCMS), Digital Services Directorate (DSD), Discovery & Preservation Services (DPS) within the Library Collections and Services Group (LCSG) at the Library of Congress (LOC).

The Supervisory Librarian reports directly to the Section Head and is responsible for working in collaboration with the Section Head and managing work conducted within DCW as assigned.

Supervises a group of employees performing work up to the GS-12 level. Provides administrative and technical supervision relative to the staff supervised.

Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules and deadlines for completion of work.

Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Observes workers' performance and demonstrates and conducts work performance critiques.

Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system.

In consultation with the Section Head, provides feedback and periodically evaluates employee performance. Resolves complaints and grievances.

Recommends appointment, promotion, or reassignment and develops work improvement plans, recommending personnel actions as necessary.

Provides advice and counsel to workers related to assignments and administrative matters.

Provides minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.

Reviews and approves or disapproves leave requests and certifies time and attendance records for staff.

Assures that subordinates are trained and fully comply with safety regulations and safeguards sensitive and personally identifiable information (PII) of employees.

Furthers the objectives of diversity and inclusiveness and adheres to nondiscriminatory employment practices regarding political, religious, or labor organization affiliation or non-affiliation, marital status, race, color, gender, sexual orientation, national origin, non-disqualifying disability, age, or other non-merit factor.

With the Section Head, oversees the daily operations of the unit's digital content management programs to ensure ongoing, efficient, and trustworthy ingest and processing of digital collection content.

With the Section Head, manages ongoing unit operations and continuous improvement of practices to ensure access to digital collections content.

Analyzes and participates in the development of appropriate guidelines, standards, and mechanisms for setting program priorities.

Creates innovative tools/approaches to digital content management implementation within the broad framework of program strategies and goals.

Supervises staff and contractors in identifying workflow improvements and emergent tools/technologies for digital content management.

Provides expert analysis advice and develops solutions to solve issues for problems associated with digital lifecycle management.

Researches new trends and developments in library and information technologies, particularly as they apply to digital content preservation lifecycle management.

Based on digital library trends, operations, and changing program requirements, identifies relevant issues and refers them to management.

Collects, analyzes, and evaluates input from stakeholders and makes authoritative recommendations to management.

Works collaboratively internally and externally to the section's program areas to facilitate the development and implementation of institution-wide and national best practices and standards for institution-wide and national best practices.

Develops, establishes, and maintains professional relationships with staff across the Library and those in the larger digital content management community in order to share resources and information, to coordinate workflows, project planning, and policy development in the Library and to facilitate and encourage the development and implementation of national best practices and standards for digital content management.

As a consultant and liaison, serves as an expert advisor on digital content management practices.

Explains or presents specialized or technical information to individuals or groups with various backgrounds or levels of experience.

Develops and maintains professional standing through a variety of methods, including participation in professional organizations, which may include presenting papers at conferences, and/ or meetings related to digital collections lifecycle management and other relevant fields.
