The Supervisory Diagnostic Radiologic Technologist (DRT) of complex modalities in the Radiology service line at the Kansas City VA Medical Center, supervises Computed Tomography (CT) and Magnetic Resonance Imaging (MRI) technical staff in those modalities.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education.
Completion of a full-time training course of at least 24 months in duration (or the 2 equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).
Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R).
Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable].
Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination.
[In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.] English Language Proficiency.
DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfathering Provision.
All persons employed in VHA as a DRT on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the DRT occupation.
For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) DRTs that require a certification, may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
(2) DRTs that require a certification only at higher grade levels must meet the certification requirement before they can be promoted to those higher grade levels.
(3) DRTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
3 (4) DRTs initially grandfathered into this occupation, who subsequently obtain additional education and/or certification that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
(5) Employees who are retained as a DRT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a DRT.
Creditable Experience (1) Knowledge of Current Radiologic Technology Practice.
To be creditable, experience must have demonstrated possession of the knowledge, skills, abilities, and other characteristics (also referred to as clinical competencies) associated with current radiologic technology practice.
This may have been evidenced by the equivalent of one year of active practice, which is paid or nonpaid employment as a DRT as defined by ARRT. (2) Quality of Experience.
Experience is only creditable if it was earned after completion of the basic certification requirements identified in paragraph 2b above.
Experience as a graduate DRT is creditable provided the candidate functioned as a DRT and subsequently passed the certification examination. (3) Part-Time Experience.
Part-time experience as a DRT is creditable according to its relationship to the full-time workweek. For example, a DRT would receive one week of full- time credit for each two weeks of half-time work.
Grade Determinations: Supervisory Diagnostic Radiologic Technologist, GS-0647-12 Experience.
At least one year of the following types of experience comparable to the next lower grade level that fully meets the KSAs at that level.
AND Demonstrated Knowledge, Skills and Abilities: The candidate must demonstrate the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*): *Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and, when appropriate, disciplinary actions; and identification of continuing education and training needs.
[Ability] to serve as a consultant to other facility personnel in evaluating and planning radiologic technology services for the most complex cases.
*Ability to participate in research studies and/or as a consultant to others conducting research.
*Ability to consult with staff and resident physicians through patient presentation, attending ward rounds, and specialty clinics and/or conferences, etc.
*[Ability] to assess, plan, and evaluate the delivery of radiologic technology services at the facility Qualifications: Incumbent must be certified by the American Registry of Radiologic Technologist (ARRT) and is preferred to possess certification in more than one modality/area (CT, MRI, etc.) it is preferred that the incumbent have either extensive supervisory experience and/or is an active member of The Association for Medical Imaging Management (AHRA).
Incumbent must be well versed in all areas of Imaging Services.
Preferred Experience: Multiple years of experience as a technologist in multiple imaging modalities with competency to fill in as technologist if needed and be able to provide supervision and guidance for other technologists.
Familiarity with imaging equipment. Experience as a supervisor preferred or demonstrated leadership abilities. Competency using VISTA and CPRS.

Physical Requirements: The incumbent is expected to be able to routinely lift up to 45 pounds and occasionally perform heavy lifting/carrying of over 45 pounds; sit, stand, and/or walk for long periods; kneel, bend, twist, pull/push, grasp, and occasionally reach for objects above the shoulder for intermittent periods; conduct fine manipulations (using keyboard for operation of scanner and computer databases) for long periods of time.
Major Duties:
This vacancy is for the Diagnostic Radiologic Technologist (Supervisory) position.
Incumbent serves as the chief technologist for the Kansas City VAMC Radiology Service responsible for planning and directing the radiologic technology program at active, affiliated medical centers and outpatient clinics, and has full supervisory responsibility for at least one subordinate supervisor at the next lower grade level, as well as oversight of a large staff of nonsupervisory personnel.
The Imaging Service line at the Kansas City VA Medical Center is staffed with approximately 55 technical personnel, 5 RN staff, and 10 administrative assistant personnel, as well as 10 Radiologist staff.
The services are multi-faceted; encompassing varies areas such as, Diagnostic Radiology & fluoroscopy, CT Scan, Ultrasound, lnterventional Radiology, MRI, and Nuclear Medicine including PET.
The Chief Technologist is responsible for the following: The incumbent acts as a service communicator, facilitator, and problem-solver.
Management, organizational, educational and interpersonal skills will be utilized daily.
The incumbent will actively cross all lines of authority, and the responsibility encompasses all departments, services, and divisions.
He/she is responsible for ensuring daily operations of the imaging service operate effectively and efficiently.
Incumbent directs the technical and administrative services of the Imaging Service in a tertiary care facility, to include outpatient centers.
The incumbent directly supervises and evaluates performance of the Nuclear Medicine supervisor, the lnterventional Radiology Supervisor, the Diagnostic Radiology Supervisor, the Ultrasound Supervisor, the CT/MR supervisor and the Medical Support Assistant Supervisor, as well as the service line Quality Manager/PACS Administrator and any other assigned administrative personnel.
Incumbent is 2nd line supervisor to all technical staff and other administrative support staff.
Incumbent serves as patient representative for the Imaging Service line, researching and addressing patient complaints.
Incumbent provides direction to personnel in managing their respective sections and offers advice and guidance in handling unique problems.
Ensures the monitoring of all activities within the Radiology sections and takes appropriate action as required to ensure their efficient and effective operation.
Incumbent must continually strive to meet the goals of the Medical Center by maintaining his/her ability to teach, either formally or informally.
Individual is expected to make him/her available to teach and instruct coworkers, affiliated health care professionals and radiology students.

Incumbent is responsible for initiating and maintaining a team work environment.
Incumbent is responsible for evaluation of technical imaging contractors work to ensure quality and standards compliance.
Incumbent recommends selections for subordinate supervisory positions, program leaders, coordinators, etc., and serves as approving official for subordinate non-supervisory positions, as applicable.
Incumbent has knowledge of appropriateness criteria for imaging utilization and able to perform utilization review to further the optimal use of imaging resources.
Incumbent coordinates the testing of radiology equipment by in-house engineers and/or outside manufacturers and health physicists.
Coordinates the preventive maintenance program and service contracts for equipment within the department.
Incumbent works with supervisors to ensure the Radiology Service has 24- hour technologist coverage in General Radiology and CT, and on-call coverage in interventional, ultrasound, nuclear medicine and PACS, and as required by any future needs.
Incumbent conducts monthly staff meetings with staff to exchange information, and discuss policy and procedure changes, safety and medical center issues.
Incumbent hears and resolves group grievances or serious employee complaints. He/she reviews and approves serious disciplinary actions involving non-supervisory subordinates.
He/she assists with preparing and/or approving required documentation for HR actions.
Incumbent prepares the fiscal year proposed budgets and operates within the standard operating budget, while maintaining quality care for Veterans.
