This job involves supervising a team that processes and approves refunds (called drawbacks) for duties paid on imported goods that are later exported or used in exported products, ensuring everything follows the rules.
It also includes educating businesses through seminars and solving tricky problems related to these refunds.
A good fit would be someone with strong experience in customs regulations, attention to detail, and skills in leading others and communicating complex ideas clearly.
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Centers of Excellence and Expertise.
The selections will be made and oversight of this position will be maintained by the Field Office, but the physical location of these positions will remain in the locations attached to the announcement.
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Reviewing and making decisions on complex drawback claims and supporting documentation, e.g., certificates of delivery, certificates of manufacture, and proof of exportation to ensure compliance with all drawback laws and regulations Tracing documentation on exported merchandise back to the duty or taxes paid on imported materials or substituted domestic merchandise to determine the proper amount of drawback to be paid.
Conducting a public outreach program which involves presenting seminars targeted at potential, first-time or established drawback claimants.
Solving complex technical problems in the various types of drawback provisions and rendering advice and assistance on all types of problems and matters Approving various privilege applications, general rulings and waivers on claims with variety and complexity.

This position starts at a salary of $106,437.00 (GS-13, Step 1) to $138,370.00 (GS-13, Step 10) with promotion potential to $138,370.00 (GS-13 Step 10).

Typical duty assignments include: Reviews and decides complex drawback claims and supporting documentation (e.g., certificates of delivery, certificates of manufacture, and proof of exportation), to ensure compliance with all drawback laws and regulations, and with trade agreements such as the United States-Mexico-Canada Agreement.
Drawback entries cover a wide variety of articles.
Analyzing and evaluating manufacturers' contract statements and all corollary documentation in the review of claims for drawback eligibility and payment.
Verifies timely submission of drawback claims, completeness, and accountability of drawback merchandise from import through manufacture to export.
Tracing documentation on exported merchandise back to the duty or taxes paid on imported materials or substituted domestic merchandise, to determine the proper amount of drawback to be paid.
For manufacturing claims, reviews claimant's inventory or other records and contract statement to ensure that authorized manufacturing techniques are completely and properly reflected.
Supervising a medium to large sized staff; performs a full range of supervisory functions; directs on-the-job training for employees; stimulates, motivates, and instills a sense of participation among employees to achieve goals; approves leave.
Interviews candidates for vacancies and recommends appointment; and recommends rewards for performance accomplishments, as well as promotions, within grade increases, etc.
