Specialized Experience: One year of demonstrated specialized experience which includes independently performing the full range of contract management and supervisory duties.

The experience must include: (1) conducting quality assurance surveillance and analyzing performance to resolve issues; 2) serving as a primary representative for contract management, analysis and problem resolution, and 3) performing formal supervisory duties such as planning work, setting performance standards, evaluating employees, and handling personnel actions.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Major Duties:

  • Develops and provides direct, independent analysis of programs, alternatives, and priorities to make informed decisions regarding the Medical Treatment Facility (MTF) acquisition management and strategy.
  • Implements and ensures the effective integration and administration of the Medical Treatment Facility (MTF), acquisition management and oversight into policies and procedures.
  • Prepares, coordinates, and monitors contract awards, contract modifications, and implementation of contractual requirements.
  • Responsible for analysis, evaluation, and organization of contracts to include contract administration/cost/pricing.
  • Submits approved packets to the appropriate contract office for processing/contract awards.
  • Identifies violations and potential problem areas by preparing documented reports of findings.
  • Serves as the liaison between the contracting agencies and the MTF department.
