This job involves leading a team of contract specialists in the Military Sealift Command, focusing on planning, negotiating, and managing high-value contracts for chartering ships and related services for the Navy.
The role requires overseeing procurement strategies, ensuring compliance with legal standards, and handling everything from contract awards to close-outs.

You will serve as a SUPERVISORY CONTRACT SPECIALIST , Contracting Department (N10), Chartering Division (N103), Spot Charters (N103A) of MILITARY SEALIFT COMMAND.
For GS-14: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Resume must demonstrate the following specialized experience: Experience exercising the full range of supervisory functions such as planning, assigning, developing and evaluating performance of subordinates Experience managing complex, high dollar value, and multiple-year procurements for various types of service and supply contracts; with a focus on Vessel Charters.
Experience supervising and implementing the full range of contract administration and procurement functions (e.g.
consent to subcontract placement, issuance of contract modifications, negotiation of changes, exercise of options, investigation and resolution of contractor delays, contractor performance appraisals, claims, and contract close out).
Experience analyzing complex functions; document contract performance and close-out contracts.
Experience managing negotiation of change orders involving specifications, funding and/or terminations of all contracts.
Experience interpreting and applying legal requirements to contracts, supplies, services; with a focus on Vessel Charters.
Experience in negotiation techniques to conduct contract negotiations and to meet and deal with high-level business, maritime, industrial, and Government officials.
