Responsible for supporting and guiding facility and external stakeholders about My HealtheVet (MHV) online presence and web content and leads innovations to keep the facility MHV program on the cutting-edge.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience include: provide social media management; experience with a variety of personal technology devices and how they interface; developing multimedia materials such as printed articles, brochures or videos, to distribute information to the public; deliver training and presentations; develop and administer user experience surveys, collect data results, implement suggestions or provide solutions; leading or delegating work to subordinates.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond graduate level education (in excess of 2 full years of progressively higher level graduate education) and specialized experience to meet total experience requirements.

Physical Requirements: The work is predominantly sedentary and does not require any special physical effort but requires walking, bending, and lifting.

Physical demands associated with airline and automobile travel include driving, walking, bending, twisting, and lifting.

Major Duties:
Duties Include but are not limited to the following: Establishes, develops, and implements local My HealtheVet (MHV)-related goals and strategies managing progress toward goals and measuring their efficiency, effectiveness, and overall achievement.
Identifies responsible parties, tracks progress, including monitoring goals/activity status, and reports status/progress to medical center management.
Formulates a marketing strategy from research, reports, products, and organizational data.
Designs, conducts, and evaluates innovative means to advertise and market products of the MHV and Social Media Program.
Analyzes participation trends, customer markets, needs of the consumer, and advises the VAMC/HCS leadership team on concerns and trends.
Delivers presentations to all levels of the VAMC/HCS, service organizations, Veterans, family members and caregivers.
Conducts market research to identify commercial products for evaluation in VA environments to design and manage commercial software product pilots.
Develops multimedia campaign materials (e.g., printed articles, brochures, videos) to enlighten target population.
Researches and writes articles, news releases, and briefs for inclusion in publications and for release to other media. Uses the Internet to maximize outreach efforts.
Applies advertising and marketing techniques to material produced to include color dynamics, reading grade level, graphics and design, journalistic writing, etc.
Serves as the facility liaison with VISN, national MHV Program Office, and National Help Desk to ensure correct, current, and accurate portrayal of information is provided to meet objectives.
Planning and scheduling regular and recurring work on a quarterly and annual basis, or direct assignments of similar duration.
Adjust staffing levels or work procedures within the Connected Care Service to accommodate resource allocation decisions made at higher echelons.
Plan and establish the work schedules, deadlines, and standards for acceptable work; Track progress and quality of performance; arrange for subordinates to conduct any required inspections.
Decide on the acceptability, rejection, or correction of work products or services, and similar matters which may affect payment to the contractor.
Analysis functional clinical and business process changes or impact to clinical guidelines in terms of policies, procedures, and user behaviors.
Works with clinical and administrative management as the functional subject matter experts to identify and manage significant changes in the way employees will integrate in the fabric of VA care and the Patient Centered Medical Home.
