Base salary range: $62,107 - $80,737

The My HealtheVet (MHV) Change Agent Coordinator leads the facility's efforts to integrate MHV and Secure Messaging (SM) among healthcare providers and patients.
Serves as SM liaison and administrator to VISN and National MHV teams. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Ability to utilize a full range of principles, concepts, and techniques of marketing, advertising, and salesmanship to develop a a working, viable program.
Ability to organize and communicate ideas and thoughts effectively through written correspondence and oral presentation and to develop materials to convey information in a professional format.
Skill in audio-visual techniques to assist in preparation of radio, television, slide show, speech materials, or other methods of communication.
Ability to analyze a variety of research reports, studies, fac sheets, and other documents and translate from analytical to commonly understood language.
Skill in working with clinicians and CACs to integrate theory into clinical and business practice patterns and policies.
Ability to collect date through varying methods and translate that date into various reports for review by Facility, VISN, and National levels of leadership.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D.
or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, OR an LL.M., if related.
OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond the Master's degree level.

Physical Requirements: Work is primarily sedentary, but may require periods of standing during presentations, briefings, speeches, health fair activities, etc., although some slight physical effort may be required.
Work is performed in an office setting with adequate lighted and climate controlled office. May require occasional travel.

Major Duties:
Major duties may include (but are not limited to): Leads the facility's efforts to integrate the MyHealtheVet(MHV) Web Application/Patient Portal and Secure Messaging (SM) among healthcare providers and patients.
Collects, analyzes, and reports data to assist executive management with MHV program operational decisions.
Analyzes clinical and business process changes for impact on MHV program policies, procedures, and user experience.
Applies knowledge of communication technologies to help troubleshoot Veteran, clinical staff, and other user problems in using MHV communication technologies.
Formulates a marketing strategy from reports and research on organizational data, Veteran needs and preferences, and cutting-edge communication technologies.
Applies advertising and marketing techniques such as color dynamics, reading grade level, graphics and design, and journalistic writing to communication materials produced.
Delivers presentations to all levels within the VA facility; Veteran service organizations; and individual Veterans, their family members, and caregivers.
Utilizes interpersonal communication skills to effectively work with Veterans and their family members/support group who may be difficult, hostile, or distressed at times.
Evaluates the educational needs of Veterans and employees and develops MHV educational and training programs and classes. Performs other necessary duties as assigned.
