This position is located in the Leased Facilities Branch (LFSB), Space Portfolio Division (SPD), Facilities Services Directorate (FSD), Washington Headquarters Services (WHS) which provides a comprehensive, centralized program for the efficient and cost effective management of all leased buildings and specific federal buildings located throughout the Washington, DC Area, a geographic area which falls within 100 miles of the Pentagon.
In order to qualify for this position, you must meet the requirements described below.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement: I have one year of specialized experience equivalent to the next lower grade level of GS-13 in the federal service (experience may have been gained in the private sector) which demonstrates the following: Overseeing subordinate personnel who directly support building management and lease administration programs; Managing building operations to include allocation of funds and manpower required for maintenance (cleaning, mechanical, and structural), repairs and improvements; Ensuring construction plans and projects are reviewed and coordinated in accordance with appropriate regulations and guidelines; Participating in negotiation agreements for building management related matters; Maintaining building administrative publications (Building Administrative Instructions, Building Circulars and Occupant Emergency Plans) to ensure adherence with appropriate regulations and directives; AND supervising the coordination of logistical support for ceremonies, special events, displays and exhibits.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
You will receive credit for all qualifying experience, including volunteer experience.

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905 "Direct Hire Authority for Certain Personnel of the Department of Defense." Typical work assignments may include the following: Serves as Supervisory Building Management Specialist and oversees all Building Management Specialists who are responsible for executing WHS/FSD/SPD building management and lease administration programs.
Serves as the delegated the authority to represent WHS on Building Management and Lease Administration matters and to obligate the organization to the course of action including the expenditure of funds and use of manpower as may be required.
Oversees the administration of the Building Management Program and Lease Administration Program through subordinate building managers to provide efficient and effective delivery of service to the tenants and ensuring tenants are receiving entitled services according to the terms and conditions of the lease.
Ensures construction plans and projects are reviewed and coordinated in accordance with appropriate regulations and guidelines.
Oversees the negotiation of agreements on a wide variety of building management related matters with building lessors, the General Services Administration, defense agencies, local governments, other federal agencies and private contractors.
Maintains appropriate records to maintain accountability in accordance with DoW regulations, directives and DoW/GSA delegation agreements.
Supervises the coordination of activities concerning public space (space not assigned to an agency such as halls, corridors, lobbies) with in leased buildings and coordinates the provision of administrative services to include public transportation services.
