Full Job Description

This position is located at the Martinsburg VA Medical Center within the Medical Service and serves as the Business Manager.

The incumbent is responsible for overseeing the day-to-day administrative operations and managing all budgetary activities for the Medical Service.

This includes planning, coordinating, and executing financial and operational processes to ensure efficient resource utilization and compliance with VA policies and regulations.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/04/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Knowledge of OPM, VA regulation business administration, finance, and patient-care principles essential for the proper performance of duties.

Knowledge of local procedures, local policies, and organization makeup of the medical center to properly carry out the duties of the position.

Knowledge of a wide range of concepts to carry out difficult and complex work assignments.

Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of service effectiveness and/or organizational productivity.

Major Duties:

Duties include but are not limited to: Coordinates the administrative functions of the Medicine Service and gives administrative and managerial support to all professional programs under the supervision of the Chief of Medicine.

Assures the professional and management programs are integrated to provide optimized patient care, and the most effective utilization of resources.

Independently works with the services reporting to the Chief of Medicine on their administrative and operational issues, providing guidance.

Ability to apply the specialized principles and practices of health care management in supporting the healthcare delivery system.

Provides comprehensive resource allocation information in support of decisions involving organizational funds.

Provides technical and administrative supervision to all other administrative personnel in the service line up to GS-11 level.

Closely reviews all actions and request received by the clinical and administrative services or from external entities.

Prepares planning documents for assigned control points Assist in compiling information to be presented to the Chief of Staff or Executive Leadership to be used in the planning, development, and operation of programs.

Provide technical expertise in the field of health care planning and comprehensive advice and assistance to superiors regarding possible need for revision of regulation and policies governing planning activities.

Directly involved in and responsible for finance, personnel, equipment, space, and supplies of the service. Actively involved in design and organization of clinical services.

Responsible for developing, evaluating, and adjusting organization structure for a management systems to accomplish the overall mission of the service.

Acts as the human resources liaison by initiating recruitment activities, interviewing, and selecting employees. Assigns work, reviews completed work, and provides feedback.
