Job Description

Summary

This supervisory role in the Navy's cyber and science department involves overseeing daily operations for a team of about 200 scientists, engineers, and support staff in San Diego, California.

The position focuses on managing staffing, training, facilities, IT, security, and projects to deliver information operations systems on time and within budget.

Full Job Description

You will serve as a SUPERVISOR in the CYBER/SCIENCE & TECHNOLOGY DEPARTMENT of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

NM-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NM-04 pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Lead process improvement activities; collect and analyze metrics for use in the management and direction of programs; and analyze and evaluate proposed changes in policy and procedures and communicate impact and contingencies; lead Center level teams and engages with other Divisions and Departments for Center level efforts.

NM-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NM-03 pay band in the Federal service or equivalent experience in the private or public sector.

  • You will manage the day-to-day operations of the division, which consists of ~200 scientists, engineers, technicians, and administrative specialists.
  • You will work closely with the Division Head, Department Deputy for Operations, Branch Heads, and the Business and Financial Managers to resolve staffing, facilities, information technology, security, process and project issues.
  • You will be responsible for staffing, training, and development to support delivery of IO systems and services; collaborate with the Department Lead Digital Engineer and Portfolio Managers to ensure projects achieve cost and schedule objectives.
  • You will supervise the contracting team in monitoring technical performance and contract/task order administration, ensure technical requirements and are accomplished in an efficient and timely manner.
  • You will work with project leads to ensure that Statements of Work contain concise, well defined technical requirements and technical evaluation criteria are adequate for competition.
  • You will drive collaboration between Project Managers, the Contracting Officer, and contractor personnel to resolve performance issues, ensure projects are supporting the preparation of the Contractor Performance Assessment Reporting
