Public Health – Seattle & King County is seeking


Public Health – Seattle & King County is seeking a Substance Use Health Services Analyst (Epidemiologist II) with strong analytic, research, and writing skills to conduct health services and behavioral health assessments to inform overdose prevention programs and policies.


Temporary opportunity. Term-Limited Temporary (TLT) positions are "at-will" positions that are eligible for benefits. This TLT is currently anticipated through August 2028.

However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels.

As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long-term funding sources.


This vacancy can also be filled as a Special Duty opportunity.

For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial King County probation.

You must have supervisor approval prior to taking a Special Duty Assignment.

Position Summary

The Substance Use Health Services Analyst will focus on the dissemination of research and evaluation findings resulting from analyses of existing programmatic and research data.

To that end, the person in this position must have excellent writing and analytic skills. They may also be called upon to support the collection of new data.

This position is funded by cooperative agreements with the Centers for Disease Control and Prevention (CDC).

The position is based in the Prevention Division and will work in close coordination with other Divisions within Public Health – Seattle & King County and external partners that operate substance use related programs.


Background

Public Health's Prevention Division protects and promotes the health of the public through controlling the spread of communicable diseases and identifying leading causes of premature death.

The Prevention Division includes three infectious disease units, the Public Health Laboratory, Vital Records, and the Medical Examiner.

Together we protect the community from disease, investigate deaths, and provide birth and death certificates to our community.


Public Health – Seattle & King County ("PHSKC", "Public Health", or "the department") is the Public Health Department for King County, Washington which includes 39 cities, including the City of Seattle, and unincorporated areas. Public Health is one of the largest metropolitan health departments in the United States with over 1,600 employees. With a biennial budget of over $1 billion, the department serves approximately 2.3 million people of King County who reside in urban, rural, shoreline, foothill, and mountain communities with distinct environments and unique public health needs. Work Schedule
The typical work week is Monday through Friday, 8:00am5:00pm, 40 hours per week. This position is designated as hourly/non-exempt under the regulations of the Fair Labor Standards Act (FLSA), which means it is overtime-eligible. You must receive prior approval from your supervisor before working any necessary overtime hours to meet your position responsibilities.


Work Location
Chinook Building located at 401 5th Avenue Seattle, WA 98104 and field sites located throughout King County.


Remote and Onsite Work

The Prevention Section works in a hybrid model, with days in the office/field as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.

Employees can expect to work on average of 3 days in-person per week, this could be at either the Chinook Building or at field sites.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


King County has a robust collection of tools and resources to support working remotely.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Requirements

  • Conduct rigorous quantitative and qualitative analyses of data from multiple sources, including surveys, electronic health records, and insurance claims.
  • Describe research and evaluation findings in formats customary in scientific literature, including conference abstracts and manuscripts for peer-reviewed journals.
  • Describe research and evaluation findings in formats that are readily interpretable by public health practitioners and community stakeholders.
  • Develop and maintain documentation required by Institutional Review Board (IRB), data stewards, and CDC that details project objectives, protocols, data and human subject protections, and progress towards goals.
  • Contribute to the design of data systems and data collection tools.
  • Manage the informatics systems utilized by field teams and identify technological options for maximizing efficiency and data quality.
  • Co-design and implement primary data collection protocols.
  • Develop, implement, and monitor quality assurance procedures.
  • Manage tasks efficiently in an environment of shifting priorities with time and budget constraints, and with multiple stakeholders.
  • Collaborate closely with internal and external partners.
  • Perform other duties as assigned.

Qualifications

Our ideal candidate will demonstrate the following (Minimum Qualifications):
  • Master's degree in epidemiology or related field OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work.
  • Advanced knowledge of homelessness and substance use-related topics gained through lived, professional, academic, or volunteer experience.
  • Strong ability to use statistical software (such as R, Stata, SAS, SQL, Python) to perform a myriad of data functions, such as: creating data sets, conducting quality assurance, analyzing text narratives, creating coding efficiencies, recoding data values, creating date/time calculations, applying formats to variables, merging data sets, and transposing data.
  • Experience collecting and analyzing qualitative data using NVivo, MAXQDA, DeDoose, or Atlas.ti.
  • Experience designing data collection forms and databases using REDCap or similar platform.
  • Demonstrated ability to develop concise reports, presentations, infographics, conference abstracts, and peer-reviewed manuscripts for general and technical audiences.
  • Demonstrated ability to work with, successfully collaborate, and maintain effective working relationships with a variety of individuals from diverse backgrounds, including community members, agency representatives and partners.
  • Demonstrated ability to successfully manage multiple projects requiring attention to detail and coordination of effort, working independently and as part of a team.
  • Strong project management skills and ability to meet goals and deadlines.
The most competitive applicants will have the following experiences and qualifications (Desired):
  • 3+ years of experience manipulating, visualizing, and analyzing data using one or more sophisticated statistical (e.g., SAS, SQL, Stata, R, Python) and data visualization software (e.g., Tableau).
  • Prior experience with primary data collection.
  • 1+ published peer-reviewed manuscript or technical report as a first author, preferably in the context of substance use.
